(Minghui.org) Over 100,000 Falun Gong practitioners inside and outside of China filed criminal complaints against Jiang Zemin, the former head of the Chinese Communist Party (CCP) between the end of May, and July 23, 2015.
These practitioners have charged the former Chinese dictator with initiating the brutal suppression of Falun Gong, and hold him responsible for the tremendous suffering inflicted upon them by his campaign.
The Chinese Constitution stipulates that its citizens have the right to sue any state entities and state functionaries for misfeasance, and its citizens have the right to expose and allege to the relevant authority. However, practitioners' legal actions against Jiang Zemin have been disrupted and retaliated by police in some areas of China.
Sixteen Practitioners Arrested in Ninghe County, Tianjin
The Ninghe County Post Office stopped accepting complaints against Jiang on June 15, 2015. Thereafter, the Ninghe County 610 Office, Domestic Security Division, and local police stations started to monitor Falun Gong practitioners, and plot their arrests.
Seven practitioners who filed complaints were arrested on June 25. Three police officers from Chengguan Branch Police Station broke into practitioner Kong Fanwei's (孔凡卫) home on July 9 at 9:00 a.m. They confiscated Dafa books, six USB flash drives, two network interface cards, copies of Minghui Weekly, and several copies of Shen Yun DVDs, among other items.
Sixteen practitioners had been arrested by July 7, and several more were harassed. Of the 16 who were arrested, 13 are being held in the county's detention center. These practitioners include Di Shiqi (翟士奇), Feng Shaohua (冯少华), Yang Guirong (杨桂荣), Li Chunxia (李春霞), Mo Weiqiu (莫伟秋), Tian Li (田丽), Dong Chaofeng (董朝凤), Ren Xiuyun (任秀云), Huang Fenglian (黄凤莲), Hu Guijin (胡桂金), Tang Hongxiu (唐洪秀), Zhao Xiuyuan (赵秀元), and a male practitioner whose name is unknown. Zhu Shujun (朱淑君) was released on July 5 after being detained for two weeks. Wang Yingmei (王英梅) and Wang Fengxian (王凤仙) have since been released and have returned home.
Threatened With Summons in Jincheng City, Gangsu Province
Several Falun Gong practitioners in Jinchang City were threatened with a summons by both police and residential committees on July 8 and July 9, 2015, for filing complaints against Jiang with the Supreme People's Procuratorate.
Dai Baoji from the Longshou Branch Police Department, along with others, took the son of practitioner Ms. Liu Guiju (刘桂菊) to the police department on July 8. They used Ms. Liu's son as a hostage to force Ms. Liu to come for the illegal summons. Before she was released, Ms. Liu was interrogated for filing a complaint against Jiang.
Practitioner Ms. Ma Yongyang (马咏雁) was called by her managers on the morning of July 8. She was told that she brought trouble to the company. When she told her managers that she filed a complaint against Jiang, her managers were shocked. They are under great pressure from the Longshou Branch Police Department.
The next day, police from the Longshou Police Branch Department and the Xingfu Road Branch Police Station took Ms. Ma from her workplace to the police station, where she was interrogated for two hours.
Officers from the Binghe Police Station came to Ms. Fu Wenling's (符文玲) home on July 8. They said, “You should not file any more complaints. If you have any problem, we can help you solve it.”
Ms. Fu said, “I am suing Jiang Zemin for persecuting Falun Gong. How could you ever solve this problem?”
Complaints Against Jiang Zemin Intercepted
On July 11, 2015, the Weifang Police Department began intercepting criminal complaints against Jiang, sent via EMS postal courier. The receipt sent by EMS reads, “Police Interception.”

Background
In 1999 Jiang Zemin, as head of the CCP, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.
The persecution has led to the deaths of many Falun Gong practitioners during the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.
Under his personal direction, the CCP established an extralegal security organ, the 610 Office, on June 10, 1999. This organization was given the authority to override the police and the judicial systems in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.
Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.
