(Minghui.org) Falun Gong practitioners in 36 countries have recently presented their respective governments with a new list of perpetrators involved in the persecution of Falun Gong in China. The submissions were on and around December 10, correlating with International Human Rights Day. Practitioners are requesting that their governments bar the perpetrators and their family members from entry and freeze their assets.
The 36 countries include the Five Eyes Alliance (the United States, Canada, the United Kingdom, Australia, New Zealand), 23 countries in the European Union (France, Italy, Spain, Netherlands, Poland, Belgium, Sweden, Austria, Ireland, Denmark, Finland, Czechia, Romania, Portugal, Greece, Hungary, Slovakia, Luxembourg, Bulgaria, Croatia, Slovenia, Estonia, Malta), and 8 additional countries (Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico).
Falun Gong, also called Falun Dafa, has been violently suppressed by the Chinese Communist Party (CCP) since July 1999. In recent years, practitioners have submitted numerous lists of perpetrators to various countries requesting sanctions against these human rights violators. The latest submission of a perpetrator list marks the first time that Estonia has joined this initiative.
The new list includes CCP officials from numerous professions across China who have played a variety of roles in the persecution of Falun Gong. They are:
Zhang Jun (张军): Chief Prosecutor of the Supreme Procuratorate
Chen Siyuan (陈思源): Deputy Minister of Public Security, Party Secretary of the Political Security Bureau, Party Committee Member of the Public Security Ministry
Wang Jinyi (王进义): Director, Rule of Law Inspectorate of Justice Ministry
Ke Liangdong (柯良栋): former Deputy Director of the Central 610 Office
Zhang Yankun (张延昆): former Party Secretary of the Beijing Political and Law Affairs Committee (PLAC)
Lu Wei (鲁为): Deputy Party Secretary of the Beijing PLAC, former Director of the Beijing 610 Office
Liu Kai (刘凯): Deputy Governor of Hebei Province, Director of the Hebei Public Security Department, Party Secretary of the Hebei Public Security Department, member of the Hebei PLAC
Gao Jiming (高继明): Secretary of the Party Leadership Group of the Heilongjiang Province Procuratorate, Chief Prosecutor of the Heilongjiang Procuratorate
Chen Yong (陈勇): Secretary of the Party Leadership Group of the Shandong Province Procuratorate, Chief Prosecutor of the Shandong Procuratorate
Hu Jiafu (胡道才): President of the Henan Province High Court, Secretary of the Party Leadership Group of the Henan Province High Court
Hu Jiafu (胡家福): former Party Secretary of the Jilin Province PLAC, former Jilin Party Standing Committee
Li Guanghui (李光辉): Party Secretary of the Jilin Province PLAC, Deputy Director of the Jilin 610 Office
Zhang Zhenduo (张振铎): Director of the Dalian Police Department in Liaoning Province, former Party Secretary and Director of the Liaoning Province Prison Administration Bureau.
The list also includes CCP officials at lower levels (names not included here).
All information about these officials was compiled based on data published on Minghui.org. An official from the U.S. Department of State confirmed two years ago that materials provided by Falun Gong practitioners are known to be reliable. Currently, annual reports published by the U.S. government, be they about human rights or religious freedom, often directly cite statistics from Minghui when it comes to the persecution of Falun Gong. The statistics cited include the number of death cases, number of sentences and detention, as well as details on specific cases.
More and more democratic countries have come to realize the importance of sanctioning human rights violators, and more countries have adopted laws similar to the United States’ Global Magnitsky Act. As of Human Rights Day last year, human rights accountability legislation has been put in place in the U.S., Canada, the U.K., and the European Union (27 countries).
In addition, the Australian Parliament passed the “Autonomous Sanctions Amendment (Magnitsky-style and Other Thematic Sanctions) Bill 2021” on December 2, 2021. After it was signed into law by the Governor-General of Australia on December 7, this bill allows the Australian government to sanction human rights abusers, corrupt officials, and malicious cyber criminals.
Actions include freezing the assets of related officials, entities, or groups in Australia and barring individuals from entry. A member of the Parliamentary Joint Committee on Human Rights said that although this legislature could not guarantee the punishment of human rights abusers in their home countries, it will deny them access to Australian beaches, schools, medical system, and financial institutions.
Other countries have also implemented or are considering similar measures. Norway, which is not a part of the European Union, has passed the “Act on the Implementation of International Sanctions,” effective as of April 2021. Although no Magnitsky laws have been passed in Japan, officials said they can nonetheless sanction human rights violators through asset freezing and barring entry based on existing foreign relation and trade laws.
Furthermore, major Western countries such as the U.S., Canada, and the U.K. have planned to reinforce information exchange related to human rights perpetrators.
Falun Gong practitioners who submitted the list would like to warn those involved in the persecution of Falun Gong in China that every perpetrator’s name will appear on the list of perpetrators sooner or later if they continue to follow the CCP.
Any form of retaliation against Falun Gong practitioners for their faith is a crime that will bring consequences. The law enforcement, the procuratorate, and the courts of China are tasked with upholding justice, yet they have become tools to target Falun Gong practitioners under the directive of the extrajudicial 610 Office. These perpetrators are breaking the law when they are supposed to enforce the law. If they don’t stop their crimes against practitioners, they will be held accountable. We urge them to please stop persecuting Falun Gong immediately and make reparations for the damage they have caused.
