(Minghui.org) Around this year’s Human Rights Day on December 10, Falun Gong practitioners in 38 countries submitted a new list of perpetrators to their governments, urging to sanction these individuals for persecuting Falun Gong, including barring from entry and freezing overseas assets. These countries consist of the United States, Canada, United Kingdom, Australia, New Zealand, 22 European Union nations, and 11 additional countries from Asia, Europe, and the Americas. Among the perpetrators listed was Xu Haibin, former deputy director of the Chinese Communist Party (CCP) Central 610 Office.

Xu Haibin has been a vital accomplice to the CCP and Jiang Zemin in the persecution of Falun Gong. During his tenure as the deputy director of the Central 610 Office, he actively promoted the CCP’s policy of genocide against Falun Gong. According to statistics compiled by Minghui.org, at least 4,870 Falun Gong practitioners have been confirmed to have lost their lives to the persecution. Among the deceased, at least 1,179 died during Xu’s tenure as the 610 Office deputy director from 2006 to 2017. Xu was responsible for all the persecution policies, programs, and actions formulated and implemented during his tenure.
On April 21, 2007, when Xu, then the deputy director of the Central 610 Office, visited the Haituo Touring Site in Chicheng County, Hebei Province, he saw Falun Gong messages written on the utility poles and became furious. He exerted pressure to investigate this. Under his direction, the Chicheng County Public Security Bureau sprang into action and began to search for and arrest local Falun Gong practitioners overnight. A total of 12 Falun Gong practitioners were seized and the Chicheng County Procuratorate approved the arrests of seven of them. The Chicheng County Public Security Bureau immediately sent a letter to Xu and other high-ranking officials asking for credit, claiming that a “major case” had been cracked.
In April 2008, the Chicheng County Court sentenced the seven Falun Gong practitioners to prison. Among them, Ms. Chen Haiyan and Ms. Lin Cuilian were each sentenced to five years; Ms. Wang Yuzhen, Ms. Wang Yufeng, and Mr. Zhao Bingheng were each sentenced to four years; Mr. Wang Yuhai was sentenced to three years; and Ms. Guo Xiulin was sentenced to three years in prison with a four-year probation. In 2009, Falun Gong practitioner Mr. Zhao Wanrong was sentenced to four years in prison as an “accomplice.”
In July 2010, Xu gathered nearly a hundred officials and went to Gufang Community of Changzhou City in Jiangsu Province to conduct a so-called “investigation.” He was accompanied by Changzhou Municipal PLAC Secretary Sun Guojian, Wujin District PLAC Secretary Zhu Zhihong, and others. The purpose of Xu’s investigation was to share experiences of persecuting Falun Gong to more areas and urging local officials to intensify the suppression.
On August 6, 2010, the inspection team of the Central 610 Office headed by Xu visited Yiwu City, Zhejiang Province, to hold a meeting on the persecution of Falun Gong. Xu was accompanied by Lou Zhilang (Zhejiang Provincial 610 Office Chief of Staff), Yu Liuchuan (Secretary of the Jinhua PLAC), and others. By then, Yiwu City had established 807 so-called village and community “anti-cult” sites targeting Falun Gong. These actions by Yiwu authorities were promoted by the CCP Central 610 Office as a national model to persecute Falun Gong.
On August 26, 2010, Xu went to Beijing’s Temple of Heaven Park to hold a forum against Falun Gong. Nineteen officials attended the forum from the CCP Central Committee, Beijing and Chongwen District 610 Offices, and Beijing and Chongwen District Public Security Bureaus. These officials briefed Xu on the investigation, prevention, and control of Falun Gong. Xu praised their work and gave additional suggestions.
During Xu Haibin’s tenure as deputy director of the CCP Central 610 Office, he launched many large-scale persecution campaigns against Falun Gong practitioners across the country. In particular, the persecution of Falun Gong around the 2008 Beijing Olympics was the worst. According to statistics from Minghui, in less than three months from the end of 2007 to March 11, 2008, as many as 1,878 Falun Gong practitioners were arrested in 29 provinces, municipalities, and autonomous regions. In addition, more than 190 Falun Gong practitioners were arrested in Beijing alone from December 2007 to mid-March 2008, which accounted for about ten percent of the total national arrests.
Among the persecution cases published on Minghui.org in 2010, more than 1,680 occurred in forced labor camps and prisons, with the provinces of Shandong, Jilin, and Hebei registering the most cases. According to statistics, in 2010, at least 78 Falun Gong practitioners died in custody as a result of various forms of abuse, including beatings and forced transformation.
Ms. Liu Shuling, 54, was tortured to death at the Harbin City Drug Rehabilitation Center in Heilongjiang Province on July 3, 2010. According to eyewitnesses, Ms. Liu was tied to an iron chair by police and died of electric shocks. Ms. Liu’s left ear and neck spotted black bruises from the electric shocks.
In 2011, the CCP Central 610 Office directed 610 Offices and police at all levels to arrest and persecute Falun Gong practitioners on a large scale. From mid-June to July 10 alone, there were as many as ten group arrests of 404 Falun Gong practitioners in Panzhihua, Miyi, Dazhou, Deyang, and Guanghan in Sichuan Province. It has been confirmed that the 610 Office and the CCP Sichuan Province PLAC ordered the mass arrests.
According to Minghui, 76 Falun Gong practitioners died of persecution in 2011. Falun Gong practitioner Mr. Liu Chuanjiang was tortured to death in Jiamusi Prison Hospital at around 1 a.m. on March 8, 2011. He had been shocked with four electric batons and his hips were smashed. He was violently beaten and tortured, and one of his arms was broken. On March 10, 2011, the prison authorities forced Mr. Liu’s family members to consent to the cremation of his body.
Brainwashing classes are facilities where the CCP detains and persecutes Falun Gong practitioners. Most of these brainwashing classes are established in the name of “legal education centers.” They are full-time institutions designed for the CCP Central 610 Office to force Falun Gong practitioners to renounce their beliefs. In 2012, to expand the brainwashing classes against Falun Gong in various places, the CCP PLAC and the 610 Office allocated more than 2 billion yuan to fund the 610 Office organizations at various levels.
Ms. Jiang Meilan, 65, was arrested at her home by the CCP’s National Security Police on September 7, 2012. She was taken to the Hunan Changsha Legal Education and Training Center in Laodaohe, Changsha City, Hunan Province for brainwashing and persecution. By the end of the month, she was dying. On October 1, 2012, her family was finally allowed to take her to the hospital for emergency treatment. The hospital found Ms. Jiang covered in bruises, all of which were the results of beatings with electric batons. Her entire mouth was smashed, and her internal organs were damaged. Her lower body was bleeding. Ms. Jiang passed away on October 2, 2012.
In 2012, at least 154 Falun Gong practitioners were persecuted to death.
In 2013, the CCP Central 610 Office continued to detain and brainwash Falun Gong practitioners in the name of “legal education.” The CCP 610 Offices held 157 brainwashing classes in 27 provinces. At least 737 people were detained and forced to attend brainwashing classes.
In 2013, at least 108 Falun Gong practitioners lost their lives to the persecution. Police arrested 4,942 practitioners; 16 were sent to forced labor camps and 796 were sentenced to prison or went on trial.
In 2014, the CCP continued to arrest Falun Gong practitioners, and there were many planned and premeditated arrests and home raids every day. According to Minghui.org, the number of Falun Gong practitioners arrested reached 6,415 in 2014.
On June 9, 2014, the 610 Office in Inner Mongolia issued “confidential” document No. 2014 [11], requesting to “find out the number of Falun Gong practitioners” and collect information in advance for the next round of persecution of Falun Gong. The secret order came from the Central 610 Office and the Ministry of Public Security. The document showed that this investigation was a part of a nationwide effort to compile a list of Falun Gong practitioners to arrest.
On July 18, 2014, police arrested 29 Falun Gong practitioners from Changchun City, Jilin Province. On September 2, 2014, police arrested more than 30 Falun Gong practitioners and their family members from Tonghua City, Jilin Province. At the direction of the Jiangsu Province Public Security Bureau and the 610 Office, police detained more than 100 Falun Gong practitioners from Lianyungang, Jiangsu Province.
Ms. Zhang Shuxian, 53, was arrested by the Tumen City National Security Brigade on August 7, 2014. Within 24 hours, police tortured her to death. Her family members saw that her body was covered in black and blue scars from the chest down to her thighs and the skin on her thighs was torn open. There were electric baton burns around her genitals and bloodstains from people kicking her in the back. The coroner said that she died of torture.
According to a report from Minghui.org, 610 Officers from various regions arrested nearly 1,000 Falun Gong practitioners in 2014 and sent them to 158 brainwashing centers for persecution.
Ms. Cui Zhanyun was arrested by police from Yushu City National Security Brigade on the afternoon of September 9, 2014. On September 12, police took her to the Yushu City Brainwashing Center. Ms. Cui felt unwell after being given unknown drugs. She experienced pains in her arms, neck, and back, and could not eat. She passed away on November 3, 2014.
In 2014, the Chinese courts tried and sentenced 983 Falun Gong practitioners, an increase of 23.5% from 796 in 2013. At least 65 Falun Gong practitioners were sentenced to seven years or more in prison, and the maximum sentence was 12 years.
In 2014, 91 practitioners died of torture, including 35 in the second half of the year. Police arrested Mr. Wang Haijin on April 22, 2014, and took him to the Funing Detention Center in Hebei Province that same day. His home was also ransacked. During the three months he was held in detention, he was beaten, force-fed, subjected to forced labor, and sexually abused until he could hardly walk, his mind could not focus, and his vision blurred. On October 9, 2014, Wang, who was only 46 years old, passed away, leaving behind a heartbroken wife and two children.
In 2015, Minghui.org reported at least 19,095 Falun Gong practitioners had been arrested, harassed, or had their homes ransacked throughout the 30 provinces in mainland China. At least 18,895 families were harassed.
In 2015, the CCP sentenced a total of 878 Falun Gong practitioners. The youngest Falun Gong practitioner sentenced was Bian Xiaohui from Hebei Province, who was 23 years old; the oldest included 80-year-old Liao Anan from Gansu Province and 81-year-old Wang Jiaguo from Liaoning Province.
On July 11, 2015, police arrested more than 80 Falun Gong practitioners in Shuangcheng District, Harbin City, Heilongjiang Province. Four of them were sentenced.
In 2015, 95 Falun Gong practitioners died of persecution, including eight who died of torture in prisons.
On February 11, 2015, the Zhuozhou City Court in Hebei Province sentenced Mr. Dong Hanjie, a senior engineer, to five years in prison. Around August 16, his family members went to the detention center to see him before he was taken to Jidong Prison in Hebei Province. After less than two months, his family was told on October 10, 2015, that Mr. Dong had died of torture at the age of 62.
On January 24, 2016, the CCP Central 610 Office held the National Conference for the Prevention and Handling of Cults and the Directors’ Meeting of the National Office of Prevention and Handling of Cults in Beijing. In addition to advocating for so-called “anti-cult work achievements” in 2015, the conference focused on planning and implementation in 2016, and emphasized the so-called “fight against Falun Gong overseas and online to prevent and handle cults.”
On June 28, 2016, police arrested more than 100 Falun Gong practitioners from various places in Liaoning Province. The 610 Office of the Political and Legal Affairs Committee of Liaoning Province orchestrated the arrests. A large number of police officers were dispatched to track, follow and arrest the practitioners.
According to Minghui.org, 1,162 Falun Gong practitioners were sentenced in 2016. Ninety-one Falun Gong practitioners died of persecution that year.
On November 7, 2017, Ms. Xu Guixia, a 47-year-old Falun Gong practitioner from Liaoyang City, Liaoning Province, was beaten with “nail boards” in the Liaoyang City Detention Center and died of force-feeding.
In February 2017, the CCP Central 610 Office launched a nationwide “door-knocking operation” against Falun Gong practitioners. The so-called “door-knocking operation” was planned and directed by the CCP Central 610 Office to harass and persecute Falun Gong practitioners. According to Minghui.org, in 2017, at least 7,632 people were arrested, 14,892 harassed, and 1,134 sentenced in 259 cities and 28 provinces under direct orders from the CCP Central Government.
On August 31, 2017, the Yilan County Public Security Bureau in Heilongjiang Province arrested Falun Gong practitioners from Yilan County and Huachuan County. As of October 13, 2017, a total of 29 people had been arrested, and 14 of them were tried in court.
In 2017, at least 40 Falun Gong practitioners died of persecution. Ms. Feng Juan, 67, was arrested and sent to the Sanshui Brainwashing Center in Foshan City, Guangdong Province in April 2017. After ten days of persecution, she developed severe vomiting and diarrhea. Two months after returning home, her internal organs collapsed. It is suspected that she was poisoned while at the brainwashing center. She passed away on October 1, 2017.
