(Minghui.org) July 20, 2022, marked 23 years since the Chinese Communist Party (CCP) began to suppress Falun Gong in 1999. Around this anniversary, Falun Gong practitioners in 38 countries submitted an updated list of perpetrators, including those in law enforcement, the judiciary, and the Political and Legal Affairs Committee, to their respective governments, urging that those on the list (and their family members) be barred from entry and their assets frozen.
The 38 countries are: the United States, the United Kingdom, Canada, Australia, New Zealand, France, Italy, Spain, the Netherlands, Poland, Belgium, Sweden, Austria, Ireland, Denmark, Finland, Czechia, Portugal, Greece, Hungary, Slovakia, Luxembourg, Croatia, Slovenia, Latvia, Estonia, Cyprus, Malta, Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Chile, and Dominica.

Over the past 23 years, the persecution of Falun Gong in Liaoning Province has been one of the worst nationwide. As of August 31, 2022, 612 Falun Gong practitioners were confirmed to have died as a result of the persecution in Liaoning, the second highest number in China.
After Ma was appointed deputy director of the Liaoning 610 Office in April 2017, he traveled all over the province to supervise the persecution of Falun Gong and personally put into motion many persecution initiatives, including group arrests and sentencing.
According to Minghui, 12 Falun Gong practitioners died in prison in Liaoning Province in 2017, the most in any province that year. Ma personally went to Chaoyang City on May 19, 2017, and led his subordinates to tear down informational banners posted by local practitioners. Many practitioners were arrested that day.
Between January and August of 2018, 388 practitioners were arrested in Liaoning.
In May 2018, under orders from the Liaoning Political and Legal Affairs Committee and 610 Office, the authorities in Shenyang City arranged a secret 80-day operation to arrest local practitioners. Certain quotas were assigned to various police stations.
The police monitored the practitioners’ cell phones and tracked their locations before arresting them at the same time across the city. Between May and June, at least 45 practitioners were arrested and harassed. Three of them were later sentenced to prison.
On July 10 and 11, 2019, at least 35 practitioners were arrested in four cities in Liaoning. The police arrested most practitioners at home and ransacked their residences. Several family members of the practitioners were also arrested and detained for several hours. The police claimed that the arrests were made in order to “maintain social stability” prior to the 70th anniversary of the Chinese communist regime’s rule.
On July 18, 2019, Ma hosted a meeting about the persecution of Falun Gong at the grassroots level.
Between mid-October and early November 2019, seven practitioners in Chaoyang City were arrested. The Chaoyang City Police Department and Political and Legal Affairs Committee were behind the arrests. Among them, Mr. Pan Yufeng and Mr. Yin Baohe were both sentenced to five years by the Shuangta District Court in 2020.
On May 12, 2020, Ma attended the opening ceremony of the “Care Center” in Yingkou City. The new facility is another brainwashing center in disguise to persecute Falun Gong practitioners. Ma spoke highly of the initiative and said it should be promoted across the province.
In 2021, 25 practitioners in Liaoning died as a result of the persecution. At least 141 were sentenced and another 501 were arrested and had their homes and ransacked.
Mr. Wang Dianguo, his wife Ms. Yu Baofang, and their son Mr. Wang Yu were arrested at home on July 4, 2017. The police used hammers to break in the door. Only 13 days later, on July 17, 2017, Ms. Yu was tortured to death at the Anshan City Women’s Detention Center. Mr. Wang was later sentenced to four years. He was persecuted to death in Dalian City Prison on June 16, 2020, about two years after he was admitted.
Ms. Li Yanqiu was arrested on December 14, 2018, for distributing Falun Gong informational calendars. Her computer, Falun Gong books, and other personal belongings were confiscated. She was held in Jinzhou City Women Detention Center. On the morning of January 21, 2019, while Ms. Li was very weak and couldn’t talk clearly, the Taihe District Court tried her secretly in the detention center and sentenced her to five years in prison. She was transferred to the Liaoning Provincial Women’s Prison on February 19, 2019. On March 4, 14 days later, she was tortured to death at the age of 52.
Mr. Yu Yongman, 65, was arrested on November 15, 2019, and detained in the Liaoyang Detention Center. He was tortured to death on February 23, 2020. The detention center said he died from a “sudden illness.” The coroner found that Yu Yongman had a fractured rib and a laceration scar in his lungs. Family members suspect that he was beaten in the detention center before his death.
Mr. Liu Xiyong was repeatedly incarcerated for upholding his faith and raising awareness about the persecution. On April 9, 2018, he was sentenced again to three years without a trial.
When Mr. Liu’s family went to the prison to pick him up on April 9, 2021, they were devastated to learn that the 80-year-old man, who’d just finished serving the three-year prison term, had been taken away by the police. He was sentenced to another four years in prison and fined 6,000 yuan.
In December 2021, Mr. Liu was again admitted to Dalian Central Hospital because he was seriously ill. When his family went to take care of him, they were surprised to see that Mr. Liu’s face, hands, and feet were all swollen. He appeared to be incapacitated and was unable to speak clearly.
On December 20, his family insisted on taking him home, but the prison authorities refused, saying that without renouncing Falun Gong, Mr. Liu would not be allowed to leave as long as he was still breathing. They also said that his illness was acquired in the detention center and had nothing to do with Dalian No. 3 Prison. They demanded that Mr. Liu’s family pay all his medical expenses.
On December 29, 2021, Mr. Liu passed away in the hospital at the age of 80. The prison staff did not allow his son to take his body. They took it to a funeral home themselves, fearing that his family would file a complaint against them. The police guarded his body until it was cremated on January 1, 2022.
Less than one month after Mr. Li Zhendong was admitted to prison to serve a three-and-a-half-year term, he developed severe ascites and was unable to eat. When his family visited him in the hospital, Mr. Li was emaciated, yet his belly was severely swollen and he had to undergo a daily procedure to remove the excess fluid. Despite his condition, the prison guards still handcuffed him to the hospital bed and watched him around the clock.
Mr. Li’s family applied for medical parole for him, but they were turned down. The prison also demanded they cover all of his medical fees. He fell into a coma on November 9 and had a persistent high fever of 105.8 °F. He passed away on November 13. He was 68.
Ms. Yu Shourong was arrested on June 25, 2019, for talking to people about Falun Gong and later sentenced to three years with a 10,000-yuan fine. She began to feel unwell in late 2020 and was released on medical parole on December 13, 2020. She was diagnosed with cancer two days later and was given 15 days of chemotherapy. By the end of the chemotherapy, the doctor refused to provide further treatment and sent her home.
The residential committee staff members later found Ms. Yu and ordered her to return the low-income subsidy she’d received while serving a previous four-year term between 2014 and 2018 for practicing Falun Gong. She struggled to make ends meet in the final days of her life and passed away on February 7, 2022, at the age of 73.
Ms. Zhang Siqin, 69, of Dalian City, Liaoning Province, died at the Yaojia Detention Center on January 26, 2022, eight days after she was arrested for practicing Falun Gong.
Ms. Zhang’s ordeal dates back to November 12, 2019, when she was arrested for distributing informational materials about Falun Gong near a farmer’s market. She developed illness symptoms and was released on bail on December 10, 2019. The Jinzhou District Court sentenced her to two years with a 5,000-yuan fine on August 27, 2021.
Ms. Zhang was arrested again at home on January 19, 2022. She was terrified and was struck with a wave of nausea. Even though the doctor advised against her detention due to her medical condition, the police insisted that she was fine. They also refused to give her any water, which angered her family, who went with her for the physical exam. Despite strong objections from her family, the police still took Ms. Zhang to the Yaojia Detention Center. Her family received a call from the detention center at 6:00 a.m. on January 27, 2022, saying that she had passed away.
Ms. Zhao Yulan, 80, was previously sentenced twice for a total of nine years and six months in prison. She was arrested again on October 5, 2019. In October 2020, she was sentenced for a third time, to three years in prison, and taken to the Liaoning Women’s Prison.
Mr. Han Yuntai, 82, was arrested at home on October 30, 2020. The court secretly sentenced him to three years on November 17. When he was taken to Nanguanling Prison in early March 2021, the prison denied him admission due to his advanced age and physical condition. The police refused to release him and have held him at the Gaizhou City Detention Center since.
On February 12, 2020, Ms. Lou Yan, Mr. Fang Fuqiang, and Mr. Zhang Xu were driving to Shenyang City when they were stopped at a highway exit and arrested. Ms. Lou was detained for 77 days, during which time she was tortured.
On February 14, Ms. Lou was tortured and suffered symptoms of epilepsy. When she refused to explain why they were going to Shenyang City, her abusers slapped her in the face and hit her forehead, resulting in an egg-sized bump on her forehead. Officer Han Ping later slapped Ms. Lou again with such force that she became deaf in her left ear.
Ms. Lou was forced to sit on an iron chair after being detained for about 10 days. The torture only stopped after her buttocks festered and her feet became hardened and would no longer fit in the shackles.
Ms. Lou became emaciated after she was detained for about two months. She coughed every day, sometimes non-stop for four to five hours, coupled with vomiting phlegm, blood, and bile. She eventually went on a hunger strike to demand her release.
During her hunger strike, Ms. Lou was force-fed three times. The police pinched her cheeks while pouring porridge into her mouth. Due to the force-feeding, she vomited blood and the skin on her cheeks was torn.
Ms. Lou was not allowed to bathe for the 78 days that she was detained. Because of the torture, she had difficulty breathing and had to lie on the floor many times. The police on the night shift had to watch her all the time as they were afraid Ms. Lou could die at any time.
On April 29, Ms. Lou, near death, was taken back to Anshan City. The police refused to return the 60,000 yuan in cash confiscated from her during her arrest.
