(Minghui.org) In the past two years, China’s Central Political and Legal Affairs Committee (PLAC) has been investigating crimes committed by government employees at various levels, which occurred as far back as 30 years ago. The plan was that wrongdoers would be held accountable even if they had retired or were no longer in their previous positions.
Since then, a large number of people working in PLAC, police departments, Procuratorates, courts, and other government agencies have been disciplined or convicted.
It has recently become known that six officials from the PLAC in Shandong Province have either been arrested, sentenced, fired from their jobs, or placed under investigation. These police officers have participated in the persecution of Falun Gong, a meditation system based on the principles of Truthfulness-Compassion-Forbearance. Falun Gong has been targeted by the Chinese Communist Party since 1999.
Many people believe that these police officers’ misfortune was karmic retribution for their persecution of Falun Gong, given the ancient principle that “good is rewarded with good and evil is met with evil.”
Former PLAC Party Secretary Sentenced for Taking Bribes
Liu Maode, the former secretary of the Party and first deputy director of the Standing Committee of the People’s Congress of Weihai City, was sentenced to a 12-year prison term for taking bribes, and fined two million yuan on March 22, 2022.
Liu was born in 1958 in Weihai City. He was the first deputy director of the Standing Committee of the People’s Congress of Weihai City and secretary of the PLAC of the Municipal Party Committee. Between January 2012 to March 2017 when he was the secretary, he was actively involved in persecuting Falun Gong practitioners.
According to Minghui, more than 20 practitioners were arrested in 2012 shortly after Liu took charge. These practitioners included Ms. Yu Shuyun, Ms. Ma Lina, Mr. Shen Songkun, Ms. Gu Qing’ai, Ms. Wang Meijuan, Ms. Liang Cailing, Ms. Zou Huaxiang, Ms. Qi Shuni, Ms. Li Haiying, Ms. Wang, Ms. Li Jie, Ms. He Ying, Ms. Wang Xiuhua, Ms. Jiang Cui, Ms. Sun Qiaoyu, Mr. and Mrs. Lin, Mr. Liu Shengzhu, and Ms. Qi Xiuchun. Their personal belongings were confiscated and some of their family members were also detained.
Among the practitioners, Ms. Yu Shuyun, Ms. Ma Lina, Mr. Liu Shengzhu, Ms. Li Haiying, and Ms. Wang were sent to forced labor camps. Ms. Gu Qing’ai was held in a detention center, and Ms. Qi Xiuchun was sent to a brainwashing center.
Death Cases
Two practitioners, Ms. Wang Diansong and Ms. Yu Xiuxiang, were persecuted to death during Liu’s tenure.
Ms. Wang was among those who were arrested in 2012. She was hanging Falun Gong banners near a school with another practitioner on May 12, 2012 when police discovered them and gave chase. Three police cars surrounded them. After her death Ms. Wang was found with bone fractures, wounds on the back of her head and face, swollen lips, and bleeding from her nasal cavity. The forensic doctor determined that her death was caused by blunt force trauma.
Ms. Yu Xiuxiang, who was also arrested and threatened on May 12, 2012, was found to have passed away alone at home a month later. She was in her 70s.
Former Vice President of Binzhou City Intermediate Court Investigated
Liu Zhitao, a former member of the Party and vice president of the Binzhou City Intermediate People’s Court, was investigated in March 2021 for violating the law.
Liu was born in August 1960 in Wudi County. He started work in December 1976 and joined the Chinese Communist Party in December 1981. He was appointed as the vice president and member of the judgement committee of Binzhou City Intermediate People’s Court in October 2003. During his appointment, he was involved in persecuting Falun Gong practitioners.
Practitioners Mr. Li Haiqing and his wife were arrested on February 28, 2004 by officers from Binzhou City Police Department. They were detained and put on trial seven months later. Mr. Li was subsequently sentenced to four years.
Ms. Dong Yonghui, 79, was arrested at home in March 2016 and taken to the court. She was sentenced to one and a half years and sent to Jinan Prison in September 2016. She passed away on August 11, 2017.
Ms. Wu Baoyu of Binzhou City, was arrested on October 22, 2017. The torture in custody caused her health to deteriorate and she had symptoms of stomach cancer. She was sentenced to three years with four years of probation on July 12, 2018. She passed away on April 29, 2019 at the age of 63.
Ms. Zhang Yuzhen of Boxing County was arrested on April 21, 2019 for talking to people about Falun Gong. She was detained at Binzhou City Detention Center and later sentenced to four and a half years.
Rizhao City Deputy District Mayor Investigated
Li Tingwei, the deputy district mayor of Lanshan District, Rizhao City, was put under investigation on April 25, 2021.
Li was born in August 1965 in Ju County. He started working in July 1985 and joined the Party in January 1986. He was later appointed as the deputy district mayor of Lanshan District and director and chief inspector of the Public Security Bureau of Lanshan Branch. Between August 2000 to August 2007, he was the deputy director of Ju County Public Security Bureau, as well as political commissar and deputy Party secretary.
On December 29, 2007, more than ten officers from the police department in Ju County barged into Mr. Hu Zengxiang’s home and ransacked it. They took more than 2,000 yuan in cash, some VCDs, and some Falun Gong informational materials.
The police censored information about Mr. Hu’s case and started rumors, such as, “We did not arrest him” and “He has escaped.” It was not clear where he was being held. Mr. Hu was seen in Qiansuozhuang Village before the new year, and noted to have a broken collarbone, severely swollen hands, missing toes as a result of frostbite, and he was unable to walk. Mr. Hu was found dead in his home on February 12, 2008, three weeks after his arrest.
Ms. Duan Hongli, who worked at a chemical fertilizer plant in Ju County, was distributing Falun Gong materials at a market in May 2007 when she was arrested. She was later sentenced to four years. Another practitioner at the plant, Ms. Zhang Guihua, was also sentenced at the same time.
The police in Ju County arrested Ms. Sheng in May 2013 for distributing Falun Gong materials. Later, her husband, Mr. Zhang Xiqin was also arrested. After releasing him, the police continued to harass Mr. Zhang Xiqin. The police then arrested him just before the Mid-Autumn Festival. Mr. Zhang was sentenced to four years in November 2013.
Zoucheng City Former Police Department Chief Prosecuted
Liu Shuyin, a former member of the Party of Zoucheng government, deputy mayor, former secretary of the Party committee, and director of the municipal Public Security Bureau, was prosecuted in September 2021 for taking bribes.
Liu was born in September 1963 in Weishan County. He started working in October 1981 and joined the Party in May 1984.
In June 2007, Liu was appointed as the deputy county cadre of Jiaxiang County, secretary of the Party committee, and director of the county Public Security Bureau. He was the deputy county-level cadre of Zoucheng City, member of the Party of the municipal government, Party secretary, and director of the municipal Public Security Bureau in November 2013. He became a member of the Party Leadership group and deputy mayor of Zoucheng City government, secretary of the Party committee, and director of the municipal Public Security Bureau in January 2017.
Practitioner Mr. Wu Kaiming of Jiaxiang County was arrested on October 25, 2007 for distributing Falun Gong materials. He was later sent to a forced labor camp for one and a half years. Four other practitioners in the same county were arrested on December 31, 2007, and had their homes ransacked.
Ms. Liu Jing of Jining City was arrested on July 16, 2011 for telling people about Falun Gong. Two other practitioners, Mr. Song Furong and Ms. Liu Dali, were also arrested after the police gave chase. A practitioner who was severely injured from a fall during the chase later escaped from the hospital.
Ms. Wang Guixiang was telling people about Falun Gong at Tieshan Park in Zoucheng City on September 19, 2017 when she was reported to the police. She was arrested and taken to Zoucheng City Detention Center that evening and detained for 15 days. Ms. Hu Jiamin was arrested in mid October 2017 for sending text messages containing information about Falun Gong.
Former Standing Committee Deputy Secretary Dismissed and Expelled from Party
Wei Huizuo, a former executive deputy secretary of the PLAC of Huantai County Party Committee, was dismissed and expelled from the Party in June 2021.
Wei was born in May 1965 in Huantai County, Zibo City. He started working in July 1988 and joined the Party in June 1993. During his tenure as deputy secretary between December 2016 and February 2021, he was involved in persecuting Falun Gong practitioners.
Mr. Xu Fangxin and his wife, Ms. Li Ying, of Zouping County were telling people about Falun Gong on April 26, 2017, when they were arrested and had their home ransacked. Their Falun Gong books and materials were confiscated, and they were detained for 17 days.
Ms. Peng Yuxiang of Zhangdian District, Zibo City, was talking to people about Falun Gong on July 5, 2017, when she was reported and arrested.
According to information collected by the Minghui.org website, at least seven practitioners in Zhangdian District were arrested and sentenced in recent years.
Deputy Police Department Chief of Qingdao City Investigated
Ma Lianjie, a deputy police department chief of Qingdao City, was investigated on April 25, 2021, for violating the law.
Ma was born in January 1982 in Anqiu City. He started working in June 2004 and joined the Party in June 2006. Since his appointment as the deputy police chief in November 2010, he was involved in persecuting Falun Gong practitioners.
More than 20 practitioners were arrested by the Shibei District Public Security Bureau of Qingdao in October 2017. Among them, Ms. Su Guihua, Mr. Wang Mingde, Mr. Yin Delan and wife, and Ms. Jiang Xiaoli were arrested at home, while the remaining practitioners were arrested when they visited these practitioners.
Most of these practitioners were in their 60s or 70s and not fit to be admitted to a detention center due to their health. The detention center initially did not dare to accept Ms. Su, who is in her 70s and had extremely high blood pressure, but they eventually accepted her after being pressed by the police.
The arrest of nine practitioners, including Mr. Wang Mingde, Mr. Yin Delan, Ms. Su Guihua, Mr. Yu Xianrong, Ms. Zang Yongmei, Mr. Lu Yonghua, Mr. Gong Piqi, Ms. Jiang Xiaoli, and Ms. Song Guixiang, was approved 30 days later. Their cases were submitted to Shibei District Procuratorate. Mr. Gong, a retired army colonel and regimental officer, was sentenced to seven and a half years on July 20, 2018. He died in prison on April 12, 2021.
