(Minghui.org) Nearly 40 Falun Gong practitioners in Jinan City, Shandong Province, were arrested on September 29, 2025 for their faith. At least 16 remain in detention at the time of writing.
Ordered by a special task force under the Jinan City Political and Legal Affairs Committee and 610 Office, the local police stations arrested the practitioners, including three married couples, according to a name list. The authorities had monitored the practitioners’ daily routines for months before the arrests.
The arrests started early in the morning and the practitioners were taken to the case processing centers in various districts for interrogation, before being sent to various detention centers. Some of them were interrogated again while held at the detention centers.
Mr. Fang Yusheng, a 60-year-old retiree from the Shandong Province Family Planning Commission, was arrested after 7 a.m. by officers from the Changqing District Police Department and Shunyu Road Police Station, after they deceived him into opening the door. The police spent three hours ransacking his home. His wife, also a Falun Gong practitioner, was arrested as well. Mr. Fang was admitted to the Jinan City Third Detention Center and his wife was taken to the Jinan City Detention Center around 1 a.m.
Ms. Xu Naiming, 75, and her husband Mr. Zhang, in his 70s, were also arrested. Ms. Xu was released on November 1 and Mr. Zhang still in detention.
Mr. Liu Ruping, 64, and his wife Ms. Zhang Chenglan, 62, remain at the Jinan City Third Detention Center and Jinan City Detention Center, respectively, following their arrests on the morning of September 29.
Ms. Ji Fenglan, 60, was arrested at home by more than ten officers from the Zhangzhuang Police Station. A female officer claimed that Ms. Ji’s one-year bail following a previous arrest for practicing Falun Gong was about to expire and that her crime was very serious and needed a special task force to handle it. They first took her to the Jinan Public Security Legal Center and then transferred her to the Jinan City Detention Center. She was forced to receive shots for high blood pressure and it’s not clear whether she had the condition. Her arrest has been approved.
Ms. Wang Qinping, who works as a housemaid, was arrested at home. She is held at the Jinan City Detention Center and she has been issued a formal arrest warrant.
