(Minghui.org) The Dadong District Procuratorate in Shenyang City, Liaoning Province, is set to make a decision by December 12, 2025 regarding whether to issue a formal arrest warrant for an 85-year-old local woman.
Ms. Zhou Guiqin faces prosecution because she practices Falun Gong, a spiritual discipline that has been persecuted by the Chinese Communist Party since July 1999.
The Tiexi District resident was arrested shortly after 10 a.m. on November 13, 2025, while talking to people about Falun Gong at a local park. Officers from the Tiexi District Police Department and the Yanfen Police Station took her to the police station.
Officer Wang Chong and others snatched her keys and raided her home without her knowledge or presence. They confiscated all her Falun Gong books and informational materials. They also deceived her into signing an administrative detention notice without allowing her to read it or telling her what it was about. Her family was not told about the detention notice.
Ms. Zhou was then released on bail. She visited the police station many times afterwards to seek the return of her confiscated items. Officer Wang and his chief said no because they had planned to use the items as prosecution evidence against her.
The police twice attempted to take Ms. Zhou back into custody but failed because she did not open the door. When they tried a third time on December 2, 2025, she let them in. They deceived her into going to the police station with them by promising to send her home as soon as they finished some “procedures.” They misled her to believe that she needed a physical exam.
After a checkup (including blood draws) at the Weikang Hospital, the police took Ms. Zhou to the Shenyang City First Detention Center. By then, she was so exhausted that she could not straighten her back and had to crouch on the floor. Even though her systolic blood pressure was 180 mmHg (when a normal range is 120 mmHg or lower) and she also had signs of heart failure, the police still managed to make the detention center admit her.
Her family approached officer Wang and requested to have her released on bail. Wang said he was no longer in charge and told them to contact the Tiexi District Police Department. The phone number he gave them turned out to be invalid as no one answered their phone calls. The family called Wang but he either dodged their questions or did not pick up the phone.
The police submitted the case against Ms. Zhou to the Dadong District Procuratorate on December 5, 2025. Her family called the procuratorate to ask which prosecutor was in charge of the case. They were not given an answer and were told to submit whatever materials they wanted. They also learned a decision will be made by December 12 regarding whether to issue a formal arrest warrant for Ms. Zhou.
The family also went to the procuratorate but they were not allowed to enter the building. A staffer from the appeals division came out to talk to them but she was very rude and refused to accept their materials. The family called the relevant government agency to complain. Only then did another staffer step outside to take the materials and promise to pass them to the prosecutor in charge.
Ms. Zhou previously served at least one labor camp term because she practices Falun Gong. She was also detained at a lockup at least once. Her family is worried about her safety given the abuse she suffered during previous detentions.
