Mr. Zhao Jiuzhou, from Baoding City, Hebei Province, was arrested in 2016 for protesting the persecution of his mother because she practiced Falun Gong. He was given an injection while he was in custody and afterwards he became mentally disabled. He was arrested again in September 2024 for writing messages supporting Falun Gong on utility poles, only to die in custody on April 26, 2025.

Mr. Zhao was diagnosed with epilepsy when he was 18 years old. After his mother, Ms. Cui Shumei, took up Falun Gong years later, he was glad to see her become a healthy and happy person. He supported her in practicing Falun Gong. His health also improved and he had fewer seizures.

In 2007, Ms. Cui was arrested and sentenced to three years for her faith. The police also threatened to arrest Mr. Zhao. The mental pressure took a toll on his health. His seizures relapsed and his condition was worse than before.

Ms. Cui was arrested on May 22, 2016. Mr. Zhao wrote “Falun Dafa is good” on the exterior wall of his home. He also wrote the message on a big poster board and displayed it in a public square. A few days later, officer Wang Junchang arrested him and detained him for half a day.

While he was detained, the police handcuffed and shackled Mr. Zhao, shocked him with electric batons, inserted electric needles into his fingernails, and threw him on the ground. They then beat him with a special stick that caused damage to his internal organs. They also  injected an unknown drug into his thigh. When he was released, his eyes were red, there were bloodstains on his mouth, and he were terrified when he saw people.

Mr. Zhao soon became mentally disabled, while still suffering from epileptic seizures. When he went outside, he got lost. He once stayed out for an entire night. By the time his family found him the next morning, he was barefoot, his pants were covered in mud and he was shivering from the cold. He was so hungry that he swallowed food without chewing.

Due to his mental condition, Mr. Zhao was unable to work and relied on daily medications to control his condition.

Mr. Zhao’s wife, Ms. Cao Hongmei, later filed a complaint against the perpetrators responsible for his condition. She and Mr. Zhao were arrested on May 19, 2023. They were detained for 14 days.

Mr. Zhao went missing again on September 23, 2024. A neighbor told his family he was arrested by officers from the Chengguan Police Station. His family rushed to the police station to look for him, only to be given the runaround between the police station and the Li County Police Department. On September 26, after asking around for two weeks, they were finally told Mr. Zhao was arrested for writing “Falun Dafa is good” on utility poles and he was given a 15-day administrative detention at the Li County Lockup.

On October 7, 2024, the Li County Police Department put Mr. Zhao on criminal detention and he was charged with “undermining law enforcement with a cult organization,” the standard pretext used to criminalize Falun Gong practitioners in China. They transferred him to the Li County Detention Center and later submitted his case to the Gaoyang County Procuratorate. He was tried by the Gaoyang County Court on March 25, 2025.

According to an insider, Mr. Zhao kept having seizures at the detention center, yet the guards barred his family from visiting him and told them that he was doing very well.

On April 26, 2025, Mr. Zhao’s family received a call from the detention center and were told they could visit him at the Li County Chinese Medicine Hospital. By the time they arrived, he was dead. A nurse told them that Mr. Zhao’s heart stopped beating when he was taken to the hospital. More than ten officers videotaped Mr. Zhao’s family the entire time they were in the hospital.

After the family returned home, the local government officials and police urged them to quickly hold Mr. Zhao’s funeral and not make a big deal out of his death.
