Crimes of Zheng Xiaoying and Gao Lina, Former Warden and Division Director of Hebei Province Women’s Prison, in Persecuting Falun Gong

(Minghui.org) Falun Gong practitioners in 45 countries submitted another list of Chinese Communist Party (CCP) officials who participated in the persecution of Falun Gong in July 2025, 26 years after the CCP ordered the persecution. The practitioners demand their governments to hold the perpetrators accountable, barring them and/or their family members from entry and freezing their assets.

These 45 countries include The Five Eyes (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay.

According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal in a May 2024 meeting organized by the Ministry of Public Security, “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”

Among the perpetrators listed was Zheng Xiaoying, former warden of Hebei Province Women’s Prison, and Gao Lina, director of the Thirteenth Division of Hebei Province Women’s Prison.

Main Crimes

Hebei Province Women’s Prison, built in July 2005, is the only prison in Hebei Province that detains female Falun Gong practitioners who are wrongfully sentenced for their faith. To force the practitioners to renounce their faith and achieve a high “transformation rate,” each division in the prison has a set of designated programs to torture the practitioners, including beatings, long hours of sitting, standing on one leg, and starvation.

The torture in the 13th and 14th Divisions are particularly severe. Both the 13th and 14th Divisions in the prison were for newly-admitted inmates, and that was where Falun Gong practitioners were tortured the worst. In the 14th Division, also known as the “education” division, practitioners were subjected to intensive brainwashing and torture. After they were forced to renounce Falun Gong against their will, they still had to continue “studying” for a period of time before being assigned to regular divisions, where they were forced to work without pay.

The inmates are instigated to beat the practitioners at will. They slap the practitioners in the face, stuff toilet brushes into their mouths, gag them with rags, hold them down on the ground and pour water on them, force them to clean corridors while wearing wet clothes and shoes in the dead of winter, and deprive them of jackets and comforters in the winter. Sometimes the inmates drag the practitioners into restroom, where there are no security cameras, and beat them. If the practitioners do not “transform,” the guards starve all the inmates in that division, in order to create mental pressure to the practitioners and incited hatred against them.

Practitioners are also forced to read materials slandering Falun Gong daily and write daily thought reports to slander Falun Gong. Some inmates put paper slips with slanderous words into the practitioners’ shoes. Many practitioners are deeply traumatized by the mental and physical torture.

When Zheng Xiaoying served as the Warden of Hebei Province Women’s Prison from 2012 to September 2024, at least six practitioners were tortured to death in prison or passed away shortly after their release. They are Ms. Chen Lingmei, Ms. Gao Suzhen, Ms. Li Guibin, Ms. Wang Rong, Ms. Zhang Yueqin, and Ms. Sun Runtao. Many other practitioners were severely injured or suffered mental breakdowns due to the persecution.

As the director of the 13th Division, Gao Lina instigated inmates to beat the practitioners. She visited the cells every day and ordered the practitioners to renounce Falun Gong. Those who didn’t comply would be subjected to brainwashing, sleep deprivation, and electric shocks. She was named the “Provincial Expert in Transformation” and “National Expert in Transformation” for her active involvement in the persecution.

Select Death Cases

Case 1: Blinded and Incapacitated in Prison, 67-Year-Old Woman Died Within Months of Release

Ms. Chen Lingmei, 67, was arrested in August 2014 and sentenced to three years in prison. She was severely abused while serving her prison term in the prison. Once a healthy woman, Ms. Chen was totally blind and incapacitated when she was released from prison on August 22, 2017. She passed away on December 7.

Case 2: 64-Year-Old Woman Dies from Brutal Torture

Ms. Gao Suzhen, of Shijiazhuang City, was sentenced to a four-year term after signing a petition to rescue a detained practitioner. In the prison, she was tortured and humiliated, which led to life-threatening conditions many times. In the end, officials released her on bail due to poor health after extorting over 30,000 yuan from her family. Her family then spent at least 250,000 yuan keeping her in a hospital the following year but to no avail. She died at the age of 64 in March 2018.

When Ms. Gao was held in the 14th Division, guards took her to a room with no security camera. They grabbed her head and knocked it against the wall. Inmates verbally abused her, slapped her in the face, and hit her in the head. They also bit her hands, wrote defamatory words on her body, and stabbed her hands with pens. Similar mistreatment continued after she was later moved to Division 17.

Case 3. 80-year-old Woman in Critical Condition While Imprisoned, Dies Days After Being Released on Medical Parole

Ms. Li Guibin, of Funing County, was sentenced to four years in July 2019. She was critically injured from being tortured in the prison and released on medical parole. She died days later on April 16, 2023. She was 80.

Case 4. 80-Year-Old Woman Released on Parole in Critical Condition, Dies Three Months Later

Ms. Wang Rong of Chengde City, was sentenced to three years in 2021. She became seriously ill while serving time. She was rushed to the hospital in August 2023 for a ruptured kidney and bleeding, as well as rib fractures. The doctors said there was no hope, and she was taken home.

Ms. Wang’s family noted that she was wearing a diaper with blood oozing out onto her legs, and there were bruises on her head and temple. She had edema on her back, and dimples appeared wherever the skin was pressed. In her final months, Ms. Wang lapsed in and out of consciousness. She had no strength to sit up and could only lie in bed all day long. She died on November 15, 2023.

Case 5. Hebei Woman Suffers Declining Health and Mental Disorder after Serving Second Prison Term, Dies at 78 Less Than Four Years Later

Ms. Zhang Yueqin, of Tangshan City, died on April 10, 2024, less than four years after she completed her second prison term for her faith in Falun Gong. She was 78.

Ms. Zhang was arrested on April 19, 2017, and sentenced to 3.5 years on November 21 that year. After her appeal was denied, she was admitted to the prison in early April 2018. The authorities suspended over 100,000 yuan of her pension during her prison term.

While serving time, Ms. Zhang was abused so much that she developed a mental disorder and her health declined. She was released in October 2020. When she recounted what she had endured to her family, her legs shook uncontrollably and she had a hard time organizing her speech. She told her family that the guards put unknown drugs into her food. In the next few years, she struggled with declining mental health. She also had difficulty eating and often vomited, as well as having loose bowels, resulting in significant weight loss.

Case 6. Emaciated at Prison Release, Hebei Woman Dies 16 Months Later

Ms. Sun Runtao, of Zhangjiakou City, was arrested on August 17, 2019, after being reported for talking to people about Falun Gong.The Zhangbei County Court held a virtual hearing of her case on September 15, 2020, and sentenced her to four years with a 20,000-yuan fine on December 3, 2020. She was transferred to the 14th Division of the prison in May 2021.

Ms. Sun was emaciated when she was released from prison in July 2023. She told her family that when she was in prison, she was forced to consume a paste-like drug that left her unable to eat much afterwards. She passed away in November 2024. She was 64.

Select Torture Cases

Case 1: Hebei Woman Become Gravely Ill and Incapacitated

Ms. Ju Yuxia of Xingtai City, was arrested on July 6, 2022 and sentenced to 7.5 years around May 2023. Her appeal was rejected by the Xingtai City Intermediate Court. When her lawyer visited her in the Xingtai City Prison Hospital on July 5, 2023, he noted that she had become gravely ill and incapacitated as a result of the abuse she suffered while in custody. Her legs and eyes were very swollen. She complained about feeling dizzy and weak. She couldn’t open one of her eyes and gradually lost vision in the other eye. The hospital doctors also diagnosed her with proteinuria (protein loss in urine, a sign of damaged kidneys).

Case 2. Prison Guards Threaten to Torture Jailed Falun Gong Practitioners to Either Insanity or Death

Ms. Wang Ruiling, 71, from Tangshan City, was arrested during a group arrest on July 6, 2019, and wrongly sentenced to eight years at an unknown date. She was admitted to the prison on April 15, 2021. The prison guards beat her three times a day, and the floor of her cell was covered in blood splatters. They slammed her head against the wall and poured cold water over her. When she refused to open her mouth to be force-fed unknown drugs, they pried her mouth open, and in the process knocked out some of her teeth. She was eventually driven to a mental collapse, and cried and screamed every day.

Case 3: Hebei Woman Tortured in Prison

Ms. Zhao Guiyan was arrested on July 30, 2014, and was later taken to the prison to serve a three-year prison term. She was forced to stand still from 6 a.m. to midnight every day for several days straight. In their attempts to force her to give up her belief, the guards and inmates slapped her face, stabbed her mouth, and broke three of her teeth. They also hung her up with her feet off the ground.

Ms. Zhao was later moved to the 5th Division, where she was forced to do hard labor without pay. Every day she got up at 5 a.m. and worked from 6:30 a.m. until 9 p.m. The workload was heavy, and she was often deprived of sleep and food.

Case 4: Beaten by Five Inmates, Hebei Woman Became Incapacitated

Ms. Wen Qingfang, a 59-year-old from Qian’an City, was admitted to the 14th Division on December 19, 2023 to serve a three-year term. For more than one year after her prison transfer, the prison did not allow her loved ones to visit her on the grounds that she refused to renounce Falun Gong.

Because Ms. Wen refused to wear the inmate’s name tag and uniform, five inmates beat her in a bathroom on December 22, 2023. She sustained severe injuries and almost died.

Ms. Wen was unable to walk after the beatings. The prison refused to provide her with a wheelchair and she had to crawl. Despite her condition, the guards instructed several inmates to drag her to the workshop to do hard labor without pay. She also suffered significant vision decline and muscle atrophy in her hands and body. When she refused to take the drugs the guards gave her (fearing that they were toxic), the guards instructed the inmates to add the drugs to her food.
