66-Year-Old Heilongjiang Woman Dies After Repeated Persecution for Her Faith in Falun Gong

A 66-year-old woman in Dumeng County, Heilongjiang Province died on February 11, 2025, while on bail following an illegal arrest for her faith in Falun Gong.

Ms. Fu Chenghua took up Falun Gong in 1997 and soon recovered from her numerous diseases, including a heart condition, neurasthenia, slipped disc, rheumatoid arthritis, insomnia, and chronic constipation.

After the communist regime launched a nationwide campaign against Falun Gong in July 1999, Ms. Fu held firm to her faith and was repeatedly targeted. She was last arrested on May 18, 2023, and released on bail at an unknown time. The Daqing City Police Department and the Daqing City Political and Legal Affairs Committee jointly issued a notice on November 27, 2024, promising to reward up to 5,000 yuan to anyone who reported on Falun Gong practitioners. This caused further mental stress to Ms. Fu, who was already suffering from declining health. She passed away on February 11, 2025. Her passing capped years of persecution at the hands of the communist regime for exercising her constitutional right to freedom of belief.

Given Three Years of Forced Labor in 2002

Ms. Fu boarded a train to Beijing on December 26, 2000, to appeal for justice for Falun Gong. She was arrested on the train and taken back to Dumeng County the next day by captain Wen Zhongge of the Dumeng County Domestic Security Office. They seized all the cash she had on her and never returned it. They detained Ms. Fu for 18 days.

About seven plainclothes police officers along with community worker Zhang Zifeng arrested Ms. Fu and raided her home on June 24, 2002. Officer Hu Jianlong interrogated her at the local police station. When she refused to answer his questions, he slapped her so hard that her gums bled.

Wen took Ms. Fu to the Dumeng County Detention Center. One month later, he moved her to a lockup. The Dumeng County Police Department interrogated Ms. Fu at one point. They restrained her in a metal chair, shined a high-voltage light bulb in her face, and didn't let her use the restroom. The police sent her back to the lockup the next day.

In early December 2002, Ms. Fu was moved back to the Dumeng County Detention Center before being taken to the lockup again. Wen threatened to give her 10 years in prison and have her family ruined.

Ms. Fu was eventually given three years of forced labor on January 17, 2003. Upon her admission to the Heilongjiang Province Women’s Drug Rehabilitation Center, she was strip-searched and ordered to write statements to renounce Falun Gong. She was later forced to do hard labor for long hours.

In August 2004, guard Liang Xuemei again ordered Ms. Fu to write statements to renounce Falun Gong. She was made to get up at 5 a.m. and go to bed at 1 or 2 a.m. Ms. Fu held firm to her faith and was beaten as a result. She went on a hunger strike in protest and was force-fed. When the feeding tube was pulled out, blood dripped along the tube.

Guards Ning Lixin and Sun Yanxiu used a metal spoon to try to pry open Ms. Fu’s mouth for forced-feeding. She struggled as they threatened to pull her teeth out with a pliers. She passed out due to the torture. Only then was she carried back to her cell. After she came to, the guards forced her to sit on a small stool for an extended length of time. Her legs became swollen as a result, yet they still made her do hard labor.

Ms. Fu suffered heart palpitations due to the relentless abuse. She was finally released on June 24, 2005.

Put in Labor Camp Again in 2012

Officers Liu Fangwu and Ma Baigang from the local police station, along with Feng Haibo from the Daqing City Domestic Security Office, raided Ms. Fu’s home on the night of June 18, 2012. They interrogated her at the Dumeng County Police Department. They restrained her in a metal chair and ordered her to give her fingerprints. She refused and they pinched her cheeks to force her to open her mouth. They collected a saliva sample and took photos of her. A bit past 11 p.m. that night, they took Ms. Fu to the Daqing City Detention Center. On July 8, 2012, they transferred her to a brainwashing center.

Officer Feng and others ordered Ms. Fu to sign statements to renounce Falun Gong. She refused and they beat and kicked her. They also pried open her fists, twisted her arms, and bent her body in an attempt to get her fingerprints. After that failed, they put a portrait of Falun Gong’s founder on the ground and dragged Ms. Fu over to sit on it.

Ms. Fu remained firm in her faith. The police poured mustard oil on a towel and covered her face with it, causing her to choke and struggle to breathe. The police also blindfolded her and put a plastic bag over her head. They restrained her in a metal chair with her hands cuffed behind her back.

As Ms. Fu still refused to sign the statements, the police moved her to a tall chair, with her arms cuffed behind her back. They pulled her arms over the top of the chair back, causing excruciating pain. When the police covered her head with a plastic bag and put a lit cigarette in it, Ms. Fu almost fainted. They even threatened to harvest her organs while she was still alive. One guard periodically hit her on the crown of her head. They also stabbed her collarbone with an ink pen. Every few minutes, the police kicked her in the legs, causing severe pain in her hips and thighs.

Ms. Fu went on a hunger strike in protest and was taken to the hospital for forced-feeding. She was tied to a bed and given several bottles of unknown IV injections. To prevent her from pulling out the needles, the doctors were instructed to give her anesthesia before the IV injections. After she came to, she found the ropes untied and her legs had lost all feeling.

On July 18, 2012, officer Feng instructed Liu and three other officers from the Taikang County Police Department to take Ms. Fu to the Heilongjiang Province Drug Rehabilitation Center for a physical exam. After that, she was taken to the Harbin City Fourth Hospital for another physical exam.

The local labor camp initially declined to admit Ms. Fu due to her poor health but Liu bribed the guards there. It was unclear what the length of the forced labor term was.

Ms. Fu was held in an isolation room and not allowed to leave the room. She had to eat, drink, sleep, and relieve herself there. Every day, she was forced to get up at 5 a.m. but not allowed to go to sleep until 10 p.m. She was also verbally abused.

Ms. Fu was released on September 3, 2013, when the labor camp system was abolished in China.

Other Persecution Episodes Before Latest Arrest

Ms. Fu’s husband was misled by the communist regime’s slanderous propaganda about Falun Gong and blamed her for being repeatedly persecuted. He started to beat her when he was drunk. Sometimes she had black eyes and ended up confused. In 2014, he broke her hip. Ms. Fu could no longer bear it and divorced her husband.

In May 2015, Ms. Fu filed a criminal complaint against former Chinese dictator Jiang Zemin for launching the persecution of Falun Gong that resulted in her persecution and broken family. Officer Liu harassed her on the phone afterwards. When she went to visit her daughter and grandson, the police harassed her there as well.

After Ms. Fu rented a place near her daughter’s home in 2018, the Dumeng County Police harassed her there and provided information about her to their counterparts in her new residential area. The latter then harassed Ms. Fu over the phone.

After her latest arrest on May 18, 2023, Ms. Fu was so traumatized by the unrelenting persecution that it eventually claimed her life on February 11, 2025.
