A Review of 18 Death Cases in Shandong Province Resulting from Involuntary Drug Administration

(Minghui.org) As a major persecution tactic in the 26-year suppression of Falun Gong, the Chinese Communist Party (CCP) incarcerates mentally healthy Falun Gong practitioners in psychiatric hospitals, prisons and brainwashing centers, subjecting them to brutal torture and forced administration of psychiatric drugs.

The involuntary drug administration is mostly done through injection or forced-feeding, often accompanied with electric shocks or tying up the victim’s limbs in excruciating positions. The results are devastating: some practitioners have lost their vision or hearing; some experienced intense, lasting headaches; others fell into a delirious state; some became completely incapacitated; and some lost their lives.

In this report, we present 18 cases in Shandong Province where Falun Gong practitioners passed away as a result of forced drug administration and/or physical torture. The persecution of Falun Gong has been particularly severe in Shandong Province.

Case 1: Computer Engineer Dies After Toxic Injections

Mr. Su Gang was a computer engineer at Sinopec Qilu in Zibo City, Shandong Province. He went to Beijing to appeal for the right to practice Falun Gong on April 25, 2000 and was arrested. He was taken to the Changle Psychiatric Hospital in Weifang City on May 23, 2000, where he was given toxic injections twice a day.

After being drugged for nine days, Mr. Su was handed over to his father on May 31. By that time, his eyes were dull and expressionless, his reactions were slow, his limbs were stiff, his face was pale, and he was extremely weak. Mr. Su passed away eight days later, on June 10, due to heart failure. He was 32.

Case 2: 33-Year-Old Woman Dies in Psychiatric Hospital

Ms. Ma Yanfang

Ms. Ma Yanfang, an employee of Zhucheng City Ceramics Factory in Shandong Province, went to Beijing to appeal for Falun Gong in April 2000. She was arrested on June 9, 2000, then detained by her employer. After she started a hunger strike to protest the illegal detention, she was taken to the Zhucheng Psychiatric Hospital. There, Ms. Ma was forced to take psychiatric drugs and given injections. She died in the hospital two months later in August 2000. She was 33.

Case 3: Death After Lethal Injection

Ms. Zhang Fuzhen

Ms. Zhang Fuzhen was an employee of Xianhe Park in Pingdu City, Shandong Province. She went to Beijing to appeal for Falun Gong in November 2000 and was arrested. While being taken back to Pingdu, she jumped out of the car in a desperate attempt to escape. Ms. Zhang sustained severe injuries to her hips and was hospitalized. The police later took her to a brainwashing center, where she was tied to a bed in a spread-eagle position for a long time, forced to urinate and defecate in bed. According to a witness, the guards humiliated her by removing all her clothes and shaving her hair. They injected unknown substances into Ms. Zhang, causing excruciating pain. She struggled in pain until she died. Officials from the Pingdu City 610 Office watched the entire process. She was 38.

Case 4: 44-Year-Old Woman Dies Shortly After Hospital Release

Ms. Li Li, of Laiyang City, Shandong Province, was arrested in 2001 and incarcerated in the Yantai City Psychiatric Hospital. Shortly after she was released, she suffered systemic edema and ulcers all over her body. She died on December 9, 2001. She was 44.

Case 5: 58-Year-Old Woman Suffers Mental Breakdown and Dies

Ms. Zheng Shuqin, of Longkou City, Shandong Province, was arrested in 1999 when she went to Beijing to appeal for the right to practice Falun Gong. She was taken back to Shandong Province and detained in the Yantai City Psychiatric Hospital. She suffered a mental breakdown and died in June 2002.

Case 6: “Another One Is Gone,” Whispered a Police Officer

Ms. Zhang Dezhen

Ms. Zhang Dezhen was a biology teacher at Mengyin County Sixth Middle School in Shandong Province. After the persecution started in 1999, she went to Beijing three times to appeal for Falun Gong. She was arrested two of those times, followed by periods of detention.

Ms. Zhang was arrested again by officers from the Mengyin County Domestic Security Office on September 19, 2002. She was kicked and beaten with rubber batons by officers Bao Xitong and Tian Liegang at Mengyin Detention Center. When Ms. Zhang went on a hunger strike to protest, they took her to the Mengyin County Chinese Medicine Hospital for force-feeding.

Lei Yancheng, director of the local 610 Office, Sun Kehai, the detention center director, and Guo Xingbao, the hospital president, instructed Wang Chunxiao, a doctor from the detention center, to give Ms. Zhang toxic injections. She died on January 31, 2003—Chinese New Year’s Eve—after the last injection.

“Another one is gone,” whispered a police officer.

Case 7: 58-Year-Old Woman Dies in Extreme Pain

Ms. Yu Guizhen, of Pingdu City, Shandong Province, was arrested in September 2003 for talking to local residents about Falun Gong. Due to her poor health, she was denied admission by the Wangcun Forced Labor Camp. Dai Yugang of the 610 Office took Ms. Yu to the Tonghe Psychiatric Hospital. The staffers there tied her up in a spread-eagle position, forced her to take a handful of unknown drugs, and injected her with drugs toxic to the central nervous system. Before long, she began to drool and lost control of her body. Her eyes became dull. She was drowsy all day and often fell unconscious.

Ms. Yu was later released after her family paid a 10,000-yuan bribe. At home, she suffered extreme pain throughout her body. One of her legs was paralyzed and she could barely move. The police still frequently harassed and threatened Ms. Yu at home. She died on November 13, 2003. She was 55.

Case 8: Villager Dies After Toxic Injection

Mr. Wang Xingguo, a villager in Weifang City, Shandong Province, was arrested on June 20, 2010, while on his way home after working the night shift. The police gave him a toxic injection and released him on June 28, 2010. His family was shocked to see his changes in just eight days: he was emaciated, his eyes were dull, and he suffered severe memory loss and lost the ability to take care of himself. One day he suddenly remembered that the police had covered his eyes and given him an injection during his detention.

Mr. Wang was arrested again on September 15, 2011, with his wife, Ms. Yu Suzhi. He was held at the Nansun Brainwashing Center for a week and released after his family paid a 600-yuan extortion fee.

Ms. Yu was taken to the Shandong First Women’s Forced Labor Camp to serve a one-year term. During his wife’s detention, Mr. Wang struggled to fend for himself and became severely malnourished. He died a year later.

Case 9: Factory Manager Dies After One-Year Psychiatric Hospital Detention

Mr. Wang Shaoqing, a manager at the Second Cotton Mill in Dezhou City, Shandong Province, was arrested in 2001 and given two years at the Shandong Province Second Forced Labor Camp. He was often held in solitary confinement and hung up by the wrists, which were handcuffed behind his back.

Shortly after Mr. Wang was released in 2003, he was arrested again for raising awareness about the persecution. He was held at the Dezhou City Psychiatric Hospital for over a year and suffered a mental breakdown. He died in July 2005, at the age of 42.

Case 10: Woman Dies in Intensive Care Unit

Ms. Xu Decun, of Zaozhuang City, Shandong Province, was arrested on April 27, 2002, by Jiefang North Road Police Station officers. She managed to escape the next day and was forced to live away from home for the next eight years to hide from the police.

After finally returning home to take care of her son and elderly mother-in-law on April 30, 2010, she was arrested again on May 2 and given a two-year labor camp term. When she was released in 2012, Ms. Xu was inexplicably exhausted. She suspected that the guards laced her food with toxic substances.

Ms. Xu’s health kept deteriorating and she was taken to the Zaozhuang Municipal Hospital on September 1, 2013. The doctors first declined to treat her, but upon hearing that she was a Falun Gong practitioner, a doctor said, “We will treat her with the drugs for Falun Gong.”

Ms. Xu was taken to the Intensive Care Unit at 5:00 a.m. on September 6, 2013. On the way, she called out, “Falun Dafa is great! Truthfulness-Compassion-Forbearance is great!” One minute later, a doctor announced that she had passed away of “brain death.” She was 52.

Case 11: Cotton Mill Worker Dies of Toxic Injections

Ms. Xu Guiqin

Ms. Xu Guiqin, who worked at the Big River Cotton Mill in Taian City, Shandong Province, was given a one-year labor camp term in January 2002 for distributing Falun Gong truth-clarification materials. While serving time at the Shandong Province First Women’s Forced Labor Camp, she was beaten, deprived of sleep, and forced to stand or bend over for long hours. Even two days before her release, the guard attempted to force her to sign a statement to renounce Falun Gong.

Also days before her release, Ms. Xu was injected with four vials of nerve-damaging drugs. Her face swelled up and she experienced stiffness in her tongue. Her body was numb, and she suffered severe memory loss. Her physical and mental state worsened with each passing day upon returning home. She died nine days later, on December 10, 2002. She was 38.

Case 12: Cotton Mill Worker Dies Two Days After Toxic Injection

Ms. Xu Guanglan, a villager in Linyi City, Shandong Province, went to Beijing to appeal for the right to practice Falun Gong in December 1999 with her family. She was beaten and brought back to Shandong.

When the car arrived in Taian City, Ms. Xu began to vomit blood, likely due to the beating in Beijing. When they arrived in Yinan County, the police took her to the local hospital and had her injected with unknown drugs. She died two days after being released. She was 68.

Case 13: Tobacco Company Employee Dies After Three Toxic Shots

Mr. Wang Xinbo

Mr. Wang Xinbo worked for the Zhangdian District Tobacco Company in Zibo City, Shandong Province. He was arrested on October 15, 2000 and given a three-year labor camp term in 2001 for distributing Falun Gong materials. After he was released on medical parole, he lived away from home to hide from the police.

Mr. Wang was arrested again in 2003 for printing Falun Gong materials. He was sentenced to 13 years by the Zhangjiadian District Court. In October 2005, guards at the Shandong Province Prison deprived him of sleep for four consecutive days. They also took turns beating him, without giving him any food during the time. He developed systemic edema and passed out.

The guards then took Mr. Wang to the hospital. Just as he began to recover, the doctor gave him three shots of unknown drugs. He was released on January 29, 2006, on the verge of death. He died two weeks later on February 10, 2006. He was 48.

Case 14: Volleyball Coach Dies After Suspicious Injections Years Ago

Ms. Wang Jinxiang

Ms. Wang Jinxiang was a volleyball coach in Weifang City, Shandong Province. She was arrested in October 2005 for distributing Falun Gong materials in Beijing and was given two years at the Tangshan Women’s Forced Labor Camp in Hebei Province. She was repeatedly injected with unknown drugs during her detention, causing her health to deteriorate. She was then released on bail.

Ms. Wang managed to move to Canada in 2010. During a physical exam, the doctor said her condition was precarious and she could die at any time. Only then did she realize that her chronic low-grade fever and deep ulcers on her feet and legs might be indicators of toxicity from injections received in the labor camp. She died in September 2011. She was 59.

Case 15: Automobile Trading Company Employee Dies Under Suspicious Circumstances

Mr. Tian Shichen

Mr. Tian Shichen was an employee of the Beijing Futian Automobile Trading Company. During a work assignment in Nigeria, he actively talked to people about the persecution of Falun Gong and was monitored by the Chinese Embassy in Nigeria. When he returned to Beijing on December 29, 2011, Mr. Tian was arrested at the airport and interrogated for four hours. The police forced him to resign from his position and he returned to his hometown in Shandong on December 30, 2011.

Starting from the afternoon of January 1, 2012, Mr. Tian began feeling weak. On the evening of January 2, he felt feverish and had diarrhea. At first, he thought it may be jet lag, and that he was just not yet acclimated. He thought that he would be better after a few days of rest. But by January 5, his condition had worsened. By January 7, his skin, eyes, and urine were dark and he had diarrhea, he was vomiting, and he had no appetite. He passed away on the morning of January 16. He was 31.

Mr. Tian’s family did not suspect foul play until some relatives who came to visit suggested that he was probably poisoned. After his body was cremated, they noticed that his bones had a tint of red coloring, especially the bones of his upper body.

Case 16: Torture and Involuntary Drug Administration Claim the Life of An Art Decorator

Mr. Qian Fajun

Mr. Qian Fajun, an art decorator in Linyi City, Shandong Province, went to Beijing to appeal for the right to practice Falun Gong at the end of 2000 and was arrested at the Junan Train Station. After being taken to the police station, he was beaten with spiked clubs, slapped in the face, and slammed against the wall.

Mr. Qian managed to escape, only to be arrested again on February 17, 2003. The next day, he was taken to the Shandong Province 2nd Forced Labor Camp to serve a two-year term. There, he was constantly beaten, hung up by his arms, force-fed, deprived of sleep, forced to sit on small stool for long hours without moving, shocked with electric batons, held in solitary confinement, and injected with unknown drugs.

Mr. Qian’s last arrest took place on September 23, 2011 and he was taken to the Linyi City Brainwashing Center. The guards tied him down and force-fed him toxic substances, which left him debilitated. They left the feeding tube in him so they did not have to insert it every time they tortured him. They also beat Mr. Qian, causing serious injury. He was unable to walk and had to be carried around.

Before the forced-feeding on the fifth day, the brainwashing center staff members showed him photos of other Falun Gong practitioners being tied to the "death bed" and force-fed. He still remained undeterred. They later tied his limbs to the four corners of a bed so tightly that he had no range of motion and screamed from the excruciating pain.

Mr. Qian was transferred to the Shandong Province 2nd Forced Labor Camp on October 28, 2011. He went on a hunger strike to protest and was force-fed. Labor camp doctor Zhang repeatedly pulled the feeding tube in and out during the force-feeding, to cause additional pain.

Mr. Qian vomited after every forced-feeding. He also tried to pull out the tube, but couldn’t. He convulsed frequently and fell out of bed from time to time. He sometimes lost control of his bladder.

Prisoners in the same cell realized that Mr. Qian was dying and reported his situation to a captain. The captain responded, “What are you worried about? If he dies, we’ll just throw him outside.” The guards continued to force-feed him.

The forced labor camp officials finally sent Mr. Qian to Basan Hospital for emergency treatment. He was injected with an unknown drug in his right foot. His condition deteriorated quickly afterward, and he was released in February 2012.

Mr. Qian’s health did not recover after he returned home. He was unable to walk and was in great pain. His right foot festered severely and discharged pus at the location of the injection. Toward the end of his life, he could barely move his limbs. He needed help to eat, drink, or use the restroom. He could not even get out of bed. Mr. Qian passed away 14 months later on April 17, 2013, at the age of 44.

Case 17: Shandong Man Dies Several Years After Seven Injections of Toxic Drugs

Mr. Wang Weihe, of Jiaozhou City, Shandong Province, died several years after being given seven injections of toxic drugs at a psychiatric hospital.

Mr. Wang, his wife Ms. Fa Xiufang, their daughter Ms. Wang Ping, and their son Mr. Wang Mingjian all benefited from practicing Falun Gong. After the persecution began on July 20, 1999, they went to Beijing two days later to seek justice. All four were arrested and detained for over three months.

The family made another trip to Beijing on January 6, 2000, and were arrested again. After being taken back to Shandong, they were brutally beaten. Mr. Wang Weihe was unable to eat for six days as a result of injuries sustained from the beatings. He struggled to breathe and had pain throughout his body. About three months later, he and his wife were transferred to a psychiatric hospital. Mr. Wang was given an injection upon arrival. A few days later, he did the Falun Gong exercises and was seen by doctor Yang Chengchao. Yang kicked him around and dragged him by the leg back and forth between the room and hallway. He then tied Mr. Wang up in a spread-eagle position and gave him seven injections of toxic drugs in one night.

Mr. Wang lost consciousness after the shots. When he came to on the third day, he was unable to move. He foamed at the mouth and had slurred speech. He also became incontinent and didn’t know how to cover himself with blanket. He later developed a mental disorder and died years later (exact time unknown).

Case 18: Mentally Healthy Woman Drugged at Two Psychiatric Hospitals, Dies Nine Months Later

Over the course of two days, a mentally healthy woman was held in two different psychiatric hospitals, where she was injected with sedatives and unknown drugs. After she was released, her health steadily declined, her memory was hazy from time to time, and she eventually lost the ability to take care of herself. She died in the early hours of July 28, 2025. The 38-year-old woman is survived by her newlywed husband.

Ms. Liu Binghuan, a native of Jinan City, Shandong Province, faced repeated persecution for her faith. She served one year of forced labor between 2008 and 2009. After another arrest on December 30, 2021, she was detained for one day. To avoid further persecution, Ms. Liu moved to Yangshan County, Qingyuan City, Guangdong Province.

Officers from the Yangshan County Domestic Security Office and the Chengbei Police Station broke into Ms. Liu’s rental home on the morning of June 14, 2022, and arrested her and another practitioner, Mr. Zhong Yongxing. The two were held in the police station for two days before being given five days of administrative detention. Ms. Liu was released on bail after being denied admission by the lockup due to high blood pressure.

The police kept close surveillance on Ms. Liu and seized her again on the night of September 29, 2024. They took her to the Cihang Psychiatric Hospital in Yangshan County, where she was tied up and repeatedly injected with sedatives.

The police took Ms. Liu to the Qingxin Detention Center the next day, but she was denied admission after a mandatory physical exam revealed she had a systolic blood pressure of over 200 mmHg (120 or lower is normal). Instead of releasing her, the police took Ms. Liu to the Qingyuan City Third People’s Hospital (another psychiatric hospital), where she was again injected with sedatives, plus other unknown drugs. She experienced temporary loss of memory and became dazed and confused.

Her younger brother, Mr. Liu Binglei, rushed to Yangshan County from Shandong Province on October 1, 2024. He checked with all of the local detention centers but couldn’t find Ms. Liu. At 11 p.m. on October 3, his sister and an officer from Jinan City called him. They notified him to go to the Qingyuan City Third People’s Hospital to process Ms. Liu’s discharge.

Mr. Liu noted that his sister appeared haggard and weak. She said she had been on a hunger strike since her arrest. The Jinan officer called again and insisted that Mr. Liu be his sister’s guarantor to have her released either on bail or under house arrest. Both he and Ms. Liu refused to agree to this, but the Jinan officer and his counterparts in Yangshan put Ms. Liu under house arrest anyway and threatened to go after her later on.

Ms. Liu never recovered, and died on July 28, 2025.
