(Minghui.org) Mr. Xu Jianchao submitted all the required paperwork for medical parole around October 2025, but he is still jailed two months later because the prison authorities claimed that his medical condition was “chronic and required at least a few more months of further observation.”
Mr. Xu, of Taikang County, Henan Province, was arrested on March 29, 2023, because he practices Falun Gong, a spiritual discpline that has been persecuted by the Chinese Communist Party since July 1999. He was abused in the Taikang County Detention Center. At one point he was only given one or two meals each day for 70 days. He soon became emaciated.
Mr. Xu was secretly sentenced to five years on October 12, 2023, and sent to Division 9 of the Xinmi Prison in Zhengzhou, the capital of Henan Province, days later. He has been on “strict management” since his prison admission, with two felons assigned to monitor him around the clock.
Captains Yang Chen and Ren Zijun ordered Mr. Xu to renounce Falun Gong. He refused to comply and was ordered to undergo a physical exam around December 2023. He said that he was healthy and did not need a check-up. Several guards held him down on the floor and took his blood pressure. They declared that he had “high blood pressure” and ordered him to take some unknown medication. He refused.
When his family visited him shortly after, guard Lu Junyi forced them to sign a waiver to relieve the prison of responsibility should Mr. Xu experience any medical conditions because of his “refusal to take the medication.”
Mr. Xu was later forced to take the medication. He experienced splitting headaches and lost feeling in his feet afterwards. His right hand also became numb and he developed mobility issues. He now needs people to help him or he has to use a wheelchair when he needs to walk more than a few steps.
Mr. Xu submitted all the required paperwork for medical parole around October 2025, but the prison said that the provincial procuratorate determined that his condition was chronic and he needed to stay jailed for a few months to see if he’d be eligible for parole.
The Xinmi Prison has been involved in the persecution of male Falun Gong practitioners in the province since the persecution began in July 1999. Many practitioners died as a result of the torture they suffered there. More were injured or became seriously ill. See the third related report for details.
