(Minghui.org) On Human Rights Day, December 10, 2025, Falun Gong practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their governments. They also requested that these perpetrators and their family members be barred from entering the country and that their assets be frozen.
Below are details of the persecution committed by Jiang Aidong, former director of the Community Correction Administration of the Ministry of Justice, and Guo Wenfang, current director of the Community Correction Administration of the Ministry of Justice.

Main Crimes
In Western countries, community correction is a lighter form of punishment for crimes than prison sentences. But in China, the Chinese Communist Party (CCP) is using such a form to justify frequent harassment and intimidation of Falun Gong practitioners, in attempts to force them to renounce their faith. Those who refuse to be transformed still face prison sentences.
Select Persecution Cases
Case 1. Heilongjiang Woman’s Suspended Sentence Revoked As She Refused to Be “Transformed” Through Community Correction
Ms. Sun Yanhuan, a 60-year-old Jiamusi City, Heilongjiang Province resident, was sentenced to three years by the Dongfeng District Court on October 19, 2017. She appealed to the Jiamusi City Intermediate Court, which changed her verdict to five-years’ suspended sentence on November 27, 2017. Shortly after she returned home, she was diagnosed with late-stage lung cancer and was operated on.
After she was discharged from the hospital two months later, the local justice bureau contacted her and ordered her to attend a community correction program and write regular thought reports. Ms. Sun maintained that she didn’t violate any law, and also, because she was still suffering from excruciating pain, she was unable to fulfill the requirements for her suspended sentence. The justice bureau officials threatened her and harassed her several times.
The appeals court revoked Ms. Sun’s suspended sentence and reinstated her original three-year sentence on October 11, 2019. She was eventually taken back into custody on March 2, 2023, after the authorities altered her physical examination record. She developed blood clots in her brain and symptoms of a stroke in just a few months.
Case 2. Hubei Man Sentenced to Prison for Not Participating in Community Correction Programs
Mr. Feng Jiwu, a Wuhan City, Hubei Province resident in his 70s, was sentenced to two years with a three-year probation in December 2014 by the Hanyang District Court. The Qinduankou Justice Bureau demanded that he attend community correction programs. He refused to comply and tried to clarify the facts about Falun Gong. In relation, the authorities arrested him again on September 27, 2016. When he appeared in the Hanyang District Court on April 17, 2017, the bailiff tied him up, with the excuse that he had a bad attitude. The judge sentenced him to 4.5 years with a 3,00 yuan fine, with the excuse that he refused to participate in the community correction programs. He was admitted to the Fanjiatai Prison and was brutally tortured for not renouncing Falun Gong.
Case 3. Community Correction Officers Fracture Tianjin Woman’s Spine In Order to Force Her to Renounce Her Faith
Starting from September 8, 2020, staffers of the Binhai New Area Justice Bureau of Tianjin have continuously harassed Ms. Sun Cun. On December 3, 2020, the justice bureau’s deputy director, the head of the legal department, the deputy director of the Community Correction Office, and a few more police officers detained Ms. Sun at her workplace, ordering her to sign the statements to denounce and renounce Falun Gong. She was not released until midnight.
On December 9, 2020, the justice bureau staffers and 610 Office director Sun Lihui took Ms. Sun to the Binhai New Area Community Correction Center, still ordering her to sign the statements. They threatened her, “Sign it, or you’ll regret it! If you don’t sign, I’ll put you in jail.”
Three officers then forcibly held Ms. Sun’s hands and pinched her elbow. An unidentified man wearing sunglasses shouted, “Pinch her harder! I don’t care if you break her bones. We have plenty of people. If you get tired, we’ll send in another group.”
Ms. Sun suffered excruciating pain in her lower back and nausea. She was later sent to the Dagang Hospital and was found to have compression fractures of the first and second vertebrae.
Case 4. 75-Year-Old Woman Strictly Monitored by Community Corrections Task Force
Ms. Liu Yumin, a 75-year-old resident in Laishui County, Hebei Province, was sentenced to three years with four years’ probation on May 9, 2023. After she was released, the Laishui County Judicial Bureau established a community corrections task force on May 30, 2023, to specifically “work on” her. The goal was to force Ms. Liu to renounce Falun Gong.
The task force ordered Ms. Liu to report to them on a regular basis and attend scheduled “study sessions.” If she could not report to them in person, she was to submit photos of herself at home. As Ms. Liu was still recovering from the abuse she suffered during her detention, she refused to comply with the demand. The task force then threatened to take her back into custody.
Ms. Liu and her loved ones were ordered to keep their phones on 24/7 so as to be on standby to answer the task force’s calls. They were also instructed to download a certain app, which has the function to track her location and monitor her activities. Ms. Liu was also forbidden to go out of town.
While initially relieved at her release, Ms. Liu’s family is now feeling tremendous pressure as a result of the relentless harassment.
Case 5. Court Reverses Decision to Allow 84-Year-Old Ailing Woman to Serve Time at Home; She Is Now Jailed and Denied Medical Parole
Ms. Liu Faqun, 84, from Gulin County, Sichuan Province, was arrested on November 24, 2022, for passing out information about Falun Gong. The Gulin County Court sentenced her to four years and fined her 30,000 yuan on December 25, 2024. Although she was initially allowed to serve time outside of prison due to her high blood pressure and other serious medical conditions, the justice bureau later issued a letter, saying that she “poses harm to society and community correction wasn’t recommended.” Based on the letter, the Gulin County Court revoked the decision to allow her to serve time at home on April 14, 2025. She was admitted to prison on May 13, 2025, and also denied medical parole.
