(Minghui.org) Ms. Shi Yunlan, around 65, finally returned home in May 2025 after being held in a hospital for over ten years because the police who beat her unconscious refused to cover her medical bills, which totaled over 800,000 yuan.
Ms. Shi, of Wu’an City, Hebei Province, was arrested on the evening of October 9, 2014, for practicing Falun Gong. The police beat her unconscious but did not take her to the Wu’an City First Hospital until the next morning. She had a craniotomy at 1 p.m. that day. But because her brain had been bleeding for too long, she could not talk clearly and was paralyzed from the waist down after the operation. She relied on a wheelchair to move around in the hospital.
The Huoshui Police Station initially paid 1,000 yuan when Ms. Shi was admitted to the hospital. They promised her family that they would cover her medical expenses and provide compensation to them. But after paying a few more hundred yuan, the police began to shirk responsibility, claiming that Ms. Shi’s injuries happened after she tripped and fell.
Because the police never provided a case report for Ms. Shi or paid her medical bill, the hospital stopped her treatment around October 2018 and refused to let her go. They also never performed the required operation to repair her skull.
Ms. Shi’s husband, Mr. Wang Rudi, cared for her at the neurosurgery department of the hospital for the past ten plus years. He also went to various government agencies seeking justice for her, but the police continued to deny responsibility. The Wu’an City Political and Legal Affairs Committee later intervened and the police reluctantly agreed to give her a monthly stipend of 1,000 yuan. They, however, still refused to cover her medical bill or provide additional compensation for the harm they caused her.
Mr. Wang was under tremendous stress and fell ill. He died recently. With no one to care for Ms. Shi at the hospital, their family appealed again to the local appeals office, which forced them to sign a confidential agreement to have Ms. Shi discharged from the hospital. It is unclear, though, whether the government has agreed to cover her medical bill.
