(Minghui.org) On Human Rights Day, December 10, 2025, Falun Gong practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their governments. They also requested that these perpetrators and their family members be barred from entering the country and that their assets be frozen.
Below are details of the persecution committed by Li Jiashu, director of the Gansu Provincial Prison Administration.

Main Crimes
Since Li Jiashu assumed office as the director of the Gansu Provincial Prison Administration in April 2023, he enforced the Chinese Communist Party’s (CCP) persecution policy against Falun Gong. During his brief two-year tenure, three Falun Gong practitioners, Ms. Li Qiaolian, Ms. Li Fenglan, and Ms. Bai Xianglan, were persecuted to death in Gansu Province Women’s Prison, while multiple other practitioners were severely injured or disabled due to torture in prison.
Main Methods Used by Gansu Women’s Prison to Persecute Falun Gong Practitioners
Close Monitoring and Intimidation
Established in 2001, the Gansu Province Women’s Prison is under the jurisdiction of the Gansu Prison Administration. It has detained and persecuted Falun Gong practitioners over the years. It is one of the most brutal prisons in the country, where practitioners are often verbally abused, physically tortured, and subjected to brainwashing. Most of them were emaciated and mentally disoriented when they were released. They often tremble with fear at the mention of prison, and it often takes them a long time to get over the trauma.
Their first day in prison, the practitioners are subjected to relentless brainwashing. The inmates assigned to monitor the practitioners are ordered to record everything they do and say, including when they get up and what they eat. The guards review the records regularly.
Whatever the practitioners do, they first have to get permission from the inmates monitoring them, including having meals, sitting down, going to bed, getting up, washing, or using the restroom. If the practitioners go to the restroom without permission, the inmates beat and verbally abuse them.
Ms. Yang Jun was beaten for refusing to write guarantee statements. The inmates pinched her thighs and kicked her legs. They also wrote the Falun Gong founder’s name on her face and the stool, and then forced her to sit on it. If she refused, the inmates would verbally abuse her. A few inmates grabbed her thumb and pressed it on the guarantee statements. A guard also threatened Ms. Yang that she would be shocked with electric batons if she refused to listen. After they sealed the document with her thumbprints, they said to her, “You wrote this.”
Inciting Hatred
Ms. Duan Xiaoyan from Qingyang City was sentenced to 10 years in July 2015 for telling people about Falun Gong. Guards knocked out her teeth and broke her back. They even called her son and tried to make him resent her by saying that she had ruined his future.
Torture Tactics
Ms. Liu Wanqiu was incarcerated with her daughter, Ms. Liu Lei. Guard Sun Liwei bragged that she’d forced Ms. Liu Wanqiu to renounce Falun Gong by beating her with a club during her previous imprisonment. Another guard shocked Ms. Liu Lei with electric batons until she was covered in injuries.
Ms. Duan Xiaoyan was beaten with thick clubs and shocked with electric batons. Her flesh was severely burnt. Even though her legs were already injured, the guard still kicked her.
Ms. Duan Lixia (no relation to Ms. Duan Xiaoyan) used to be disabled and unable to take care of herself. However, after practicing Falun Gong, she recovered. When she was imprisoned, an inmate grabbed her by her hair and hit her. A guard forced her to squat, injuring her lower back.
When Ms. Wang Ling was forced to squat for long hours, guards and inmates shouted at her and threatened to break her legs if she didn’t comply.
Ms. Liu Binbin fainted after being forced to stand for a long time. The guards forbade other practitioners from looking at her and ordered the inmates to drag her away.
Inmates hit and swore at Ms. Jin Yijun while she was squatting. They refused to let her stand up or use the restroom, so she soiled her pants. Her mouth was injured from being shocked with electric batons.
Ms. Li Ya was shocked with electric batons and forced to squat. She had to walk while squatting to get her food. An inmate slapped her face with a shoe and made her face swell. The inmate threatened to hit her eight times a day if she still refused to “transform.”
Brainwashing and Involuntary Drug Abuse
The prison continuously broadcasts videos slandering the founder of Falun Gong, and forces practitioners to write thought reports. When the practitioners pointed out the lies in the videos, the warden, Yang Li, would declare that the practitioners were mentally ill and then order the doctors to prescribe them psychiatric drugs.
Ms. Li Dongmei was an associate professor at the Gansu Provincial Committee Party School. She was arrested on April 13, 2021, for telling people about Falun Gong and sentenced to four years. In prison, she was forced to take large amounts of psychiatric drugs for a long time. An inmate said that the division head had approved giving her injections. They deceived her, telling her that they were giving her nutritional supplements because she was so weak. After taking the drugs for four days, she developed low blood pressure, a slow pulse, dizziness, and sudden weight loss. She had difficulty sitting and became confused. She didn’t even realize that she had wet her bed. She was released in 2023.
Select Persecution Cases
Case 1. 69-Year-Old Gansu Woman Dies Weeks After Being Released from Prison on the Verge of Death
Ms. Li Fenglan, of Baiyin City, Gansu Province, was transferred to the Gansu Province Women’s Prison on February 17, 2023, to serve a 20-month term. She was already cancer-stricken when admitted, yet the guards continued to torture her, including forcing her to stand for extended periods and depriving her of sleep. Her breast cancer soon metastasized. The prison didn’t release her until early January 2024. She died on the morning of January 10, 2024. She was 69 years old.
Case 2. Cancer-stricken Woman, 70, Repeatedly Denied Parole, Dies While Serving 3.5 Years
Ms. Li Qiaolian, a 70-year-old woman in Baiyin City, Gansu Province, died on September 12, 2025, while serving a 3.5-year term for her faith in Falun Gong.
Ms. Li was arrested on January 14, 2022, and convicted around September 2023. While serving time at the Gansu Province Women’s Prison, the guards subjected her to various types of abuse, including around-the-clock monitoring and electric shocks.
Ms. Li started vomiting blood in mid-April 2025 and was soon diagnosed with late-stage lung cancer that had spread to her spine. Her family applied for medical parole, but were denied on the grounds that Ms. Li refused to renounce Falun Gong. The prison also only allowed Ms. Li’s husband and daughter to see her. All other family members were ordered to secure documentation from their local police stations or community officers demonstrating their relationship with her.
Ms. Li died on September 12, 2025.
Case 3. Woman Shocked with Electric Batons and Denied Restroom Use
Ms. Liu Wanqiu was taken to prison on May 11, 2017, to serve a seven-year term. When she protested persecution by refusing to wear a prison jumpsuit on the day of her arrival, the guards dragged her into a room without surveillance cameras. They tortured her with electric batons for several hours. Her entire face was burnt, her lips swollen to the extent that she could not close her mouth, and her neck was mutilated.
In order to force her to “admit guilt,” the guards shocked Ms. Liu with electric batons each day – about once every five minutes. When she still did not give in, they even inserted the batons into her mouth and shocked her. Her mouth was badly blistered. Then the guards forcibly administered unknown drugs.
The guards tortured Ms. Liu further by denying her use of the restroom, forcing her to relieve herself in her pants. Then they tied her to a bed in the spread-eagle position, leaving her soaked in excrement and urine. After a period of time, her lower body and buttocks became inflamed and infected.
Case 4. Healthy Woman Force Fed with Psychiatric Drugs
Ms. Yang Jun from Zhangye City was arrested in May 2022. She was later sentenced to three years and was released on May 13, 2025. In prison, the inmates stuffed her mouth with dirty rags. She was beaten until a tooth fell out, and her head and sternum were injured. She was in pain for more than a month and could not turn over to sleep. The division head prescribed her psychiatric drugs, claiming that she had mental issues.
To force-feed her the drug, several inmates held her down, pried open her mouth, and used a spoon to hold her tongue down. The feeding tube scratched her throat, and she spit out a lot of blood. She screamed in pain. The inmates pinched her nose, and she almost suffocated.
The inmates also mixed the drugs into her rice. After ingesting the drugs, she had terrifying hallucinations, dizziness, loss of memory, irritability, and weakness. She once refused to answer a psychiatrist’s question, and the psychiatrist got angry and increased the dosage. The psychiatrist also gave her an injection that caused numbness in her tongue and a dry mouth. Her vision was distorted, she felt dizzy, and she became emaciated.
Ms. Yang was forced to take the drugs twice a day, including the day of her release. When her family came to pick her up, the guards gave them the prescription and ordered them to continue giving her the drugs. Her family refused to comply and blamed the prison for turning a healthy person into someone with mental and physical problems.
Case 5. Gansu Woman Serving Five Years Held in Strict Management and Not Given Enough Food to Eat
Ms. Zhang Ping, a 55-year-old resident of Lanzhou City, Gansu Province, was arrested on May 9, 2022, and sentenced to five years with a 20,000-yuan fine on April 7, 2023. She was transferred to the Gansu Province Women’s Prison at the end of January 2024.
While calling her family on March 27, 2025, she mentioned that she “had evidence to prove that she was interrogated with torture and wrongfully detained.” As soon as she said those words, the call was abruptly cut off. It was one minute and 58 seconds into the conversation when a typical call was allowed three minutes.
Prior to the phone call, Ms. Zhang’s family visited her in prison on February 27, 2025. She said she was still under strict management, which meant many of her rights as a prisoner were revoked.
The strict management punishment started from mid-August 2024 at the latest, when Ms. Zhang’s family was finally allowed to see her for the first time since her prison admission. They noted that she had become emaciated. She said she was not given enough food to eat and lost about ten pounds in seven months. The money that they sent in was tightly controlled by the guards, who limited her purchase of daily necessities.
