(Minghui.org) Mr. Xu Shujun, 94, who lives in Jixi City, Heilongjiang Province, was admitted to Jixi City Prison on April 23, 2026, to serve a three-year term given in 2021 because he practices Falun Gong.
Mr. Xu’s ordeal began on August 30, 2017, when both he and his late wife, Ms. Wang Chuanyun, were arrested for hanging up banners with information about the Chinese Communist Party’s persecution of Falun Gong. Even though the couple was released on bail hours later, they were each sentenced to three years and were fined 10,000 yuan in early September 2021 by judge Gai Qiuhai of the Jidong County Court. [The banners were found in Jidong County, which is under the administration of Jixi City.]
The couple went into hiding after they were sentenced to avoid being imprisoned. The police found them and kept harassing them. Ms. Wang passed away on September 16, 2025, succumbing to mental distress. She was around 86.
Mr. Xu’s health continued to deteriorate. He became bedridden and incontinent, yet judge Gai repeatedly attempted to incarcerate him. See the related reports for details.
Gai eventually succeeded. At 10:30 a.m. on April 15, 2026, he and two clerks went to Mr. Xu’s home to deliver a court document “No. 0321,” which said that he has decided to not allow Mr. Xu to serve time outside of prison because his physical exam results from the Jixi City People’s Hospital were inconclusive and failed to establish that he was indeed incapacitated.
One of the clerks produced a form and told Mr. Xu’s daughter to sign it. He warned her that the case had been turned over to the Jidong County Police Department since Mr. Xu refused to go to Harbin (the capital of Heilongjiang) for another physical exam. Harbin is over 300 miles away. Totally incapacitated, he could not travel such a long distance.
An officer from the Jidong County Police Department showed up on the morning of April 16, 2026, to photograph Mr. Xu. They said he could file a request to have his case reconsidered regarding judge Gai’s decision to disapprove of his serving time outside of prison.
At 8:30 a.m. on April 20, 2026, seven male and one female officer from the Jidong County Police Department arrived at Mr. Xu’s home with two gurneys. They put him on one and took him to the Jidong County Hospital.
In pairs on four-hour shifts, the eight officers watched Mr. Xu around the clock. They also installed a surveillance camera in his ward and said if he didn’t exhibit any abnormal symptoms, they would put him in prison.
Three days later, at 9 a.m. on April 23, 2026, the police drove Mr. Xu to the Jixi City Prison in an ambulance.
