Liaoning Man Faces Indictment for His Faith, Denied Visits with His Lawyer and Mother

(Minghui.org) A man in Donggang City, Liaoning Province is facing indictment for his faith in Falun Gong. His 82-year-old mother and his lawyer were barred from visiting him.

Mr. Pan Qiang was arrested on May 25, 2026, after the police discovered that he had applied self-adhesive stickers bearing Falun Gong messages on public walls. His wife, who does not practice Falun Gong, was also arrested and detained for one week. The arrests were ordered by the Donggang City Domestic Security Office and carried out by the Xiangyang Police Station and Huayuan Police Station.

Mr. Pan was soon issued a formal arrest warrant and put in the Donggang City Detention Center. His mother hired a local lawyer to represent him. The lawyer was denied visits with him at the detention center on June 22. When asked why, a guard flashed a letter but did not allow the lawyer to read its contents. He only saw the sender of the letter was listed as the Donggang City Domestic Security Office.

The lawyer questioned what right the domestic security office had to block his visits with his client. The guard said he was just following orders and confirmed that Falun Gong practitioners were all denied visits.

Mr. Pan’s mother went to the Huayuan Police Station at 7 a.m. on June 24 to seek his release. The door was not open until 8:30 a.m. She asked who was in charge of her son’s case and received no response.

She then shared her and her son’s experience of practicing Falun Gong. She recovered from bone cancer and throat cancer. Her son, once wheelchair-bound due to a severe illness, was able to walk again after he took up Falun Gong.

The police still refused to reveal who was in charge of the case and just said they were assisting the Xiangyang Police Station. Mr. Pan’s mother then went to the other police station. An officer there said she had to talk to the Donggang City Domestic Security Office if she wanted to see her son. She rushed to the domestic security office and the receptionist put her on the phone with an officer. The officer yelled at her and ordered her to leave, before hanging up the phone.

Mr. Pan’s mother hired a lawyer from Beijing to represent her. The new lawyer went to the detention center on June 25. The guards still used the letter from the Donggang City Domestic Security Office as the legal basis to block the visit.

The Beijing lawyer dialed the number of the prosecutor-in-residence at the detention center. The prosecutor called the detention center director, instructing him to allow the lawyer to see his client.

The director said no and reiterated that he was following orders from the Donggang City Domestic Security Office. He then came out to see the lawyer, who warned him that he was breaking the law by prohibiting lawyer-client meetings

The director asked to see the legal basis, and the lawyer showed him Article 39 of the Criminal Procedure Law, which states that defense lawyers are guaranteed the right to meet and communicate with their clients who are in custody.

The director took off, claiming that he had a meeting to attend. The lawyer then went to the Donggang City Procuratorate to file a complaint against the director. Shortly after, he received a call from the director, saying that he’d talk to the domestic security office about the matter.

The lawyer visited the domestic security office after the call. A captain surnamed Xiao said they’d look into the matter. The prosecutor-in-residence arranged for the detention center director and the domestic security office to talk to each other the next day, but the domestic security office still insisted on no meetings between the lawyer and Mr. Pan.

The lawyer asked the prosecutor-in-residence to keep working on the matter. The domestic security office submitted the case to the Zhen’an District Procuratorate in Dandong City, which oversees Donggang City. Prosecutor Wang Cong was assigned to the case.
