(Minghui.org) A woman in Xiong County, Hebei Province, has been constantly harassed by the police since she was detained in 2011. Her family is unable to live a peaceful life.

Arrested Multiple Times Between 2011 and 2012

Ms. Liu Ruifang, in her 70s, was arrested in July 2011 after being reported for talking to people about the Chinese Communist Party’s ongoing persecution of her faith, Falun Gong. She was driven to the Baoding City Detention Center that night, but was denied admission after the required physical exam indicated she had multiple diseases.

The police took Ms. Liu back to Xiong County and released her on a 10,000-yuan bail. They arrested her a few more times in the months that followed. Once she was talking to people about Falun Gong at a farmer’s market when several officers seized her. They pressed her down and attempted to collect her blood sample. They pricked her ten fingers, but not even one drop of blood came out. They gave up and let her go.

Another time Ms. Liu was talking to people about Falun Gong on the street when several plainclothes officers emerged from a car and dragged her inside their vehicle. They took her to the Xiong County Domestic Security Office for interrogation. She refused to answer their questions and was handed over to the Xiaobucun Police Station, which released her over two hours later.

Three officers broke into Ms. Liu’s home at an unknown time and confiscated some Falun Gong informational materials.

Ms. Liu was arrested again in April 2012 and taken to the Baoding City Detention Center. She was denied admission and was released on bail with a 5,000-yuan bond. While she was never arrested again, she was closely surveilled and faced constant harassment from the police.

Constant Harassment Since April 2012

When Ms. Liu sometimes walks on the street when she is stopped by the police. They search her bicycle basket to see if there are any Falun Gong materials. She learned later that they were trying to gather evidence against her in order to keep the 15,000-yuan bail money they collected from her in July 2011. By law, the bail money should be returned to the suspect if they do not violate bail conditions.

Ms. Liu was talking to people about Falun Gong at a farmer’s market in 2019, when she was spotted by an officer. He followed her home and confiscated her Falun Gong books and informational materials, as well as a portrait of Falun Gong’s founder.

Four men and one woman from the Xiong County Domestic Security Office deceived Ms. Liu into opening the door at 10:15 a.m. on October 27, 2025, by claiming to be from the property management office. They flashed a so-called search warrant which had no signatures or official seals.

The five officers then called in four more officers from the local police station. Two woman officers searched Ms. Liu and pressed her down on a bed.

The police next called in four community workers. Together they searched Ms. Liu’s home and confiscated a laptop, a record player, five Falun Gong books, a music player, and five five-yuan bills. They left at 12:10 p.m.

Only hours later, two officers showed up at Ms. Liu’s home and ordered her husband to sign and fingerprint some paperwork. They threatened to detain her for two weeks. Since then, they came to harass the elderly couple once every three to four days for quite a while.
