(Minghui.org) An 86-year-old retired government official in Nanpi County, Hebei Province, was ordered to write a statement in 2003 to renounce his faith in Falun Gong. Mr. Liu Fengqi refused to comply and the authorities have since denied his pension of over 4,000 yuan per month.

Wang Zhensu from the Nanpi County 610 Office initially allowed Mr. Liu to receive a monthly stipend of 300 yuan, but this meager amount of money was stopped in January 2026.

Mr. Liu, who lives alone, is now without any income.

Authorities Break the Law

Article 44 of the Constitution states that the livelihood of retirees shall be ensured by the state and society.

Article 73 of the Labor Law stipulates that workers have the legal right to social insurance benefits upon retirement.

Article 16 of the Social Insurance Law states that workers who reach the statutory retirement age with at least 15 years of cumulative pension contributions receive a monthly basic pension.

Article 34 of the Law on the Protection of the Rights and Interests of the Elderly ensures that senior citizens receive their legally mandated pensions and medical funds on time and in full without any illegal delays or cuts.

Mr. Liu, however, has been denied a pension since 2003 and now doesn’t even receive a stipend.
