A 69-year-old woman in Urumqi City, Xinjiang Province, died on October 3, 2025, while serving a three-year-and-eight-month term for her faith in Falun Gong. Her family wasn’t notified of her passing until the prison authorities had her secretly cremated.
Ms. Luo Chuanmei’s death capped decades of persecution for exercising her constitutional right to freedom of belief. Her latest prison sentence stemmed from her arrest in late February 2025 after she was reported for talking to people about Falun Gong. The Shuimogou District Police Department officers raided her home and released her on bail shortly after. They deceived her into reporting to them in early March 2025 and arrested her again.
Ms. Luo was put in the Urumqi Fourth Detention Center and abused until she was so weak she was unable to walk. A court sentenced her to three years and eight months. Details of her indictment and trial remain to be investigated. It is also unclear when she was admitted to the Xinjiang Province Second Prison, where she died on October 3, 2025.
Earlier Persecution
Prior to her last incarceration, Ms. Luo was arrested numerous times over the years. She was previously given two years of forced labor in 2000 and twice sentenced to three years in prison. One of the prison sentences stemmed from her arrest on March 8, 2006. The authorities never notified her family of her indictment, trial, or sentencing. Her mother, who lived with her, found out about her wrongful conviction from the detention center guards.
Ms. Luo’s mother was not allowed to visit her in prison because the older woman also practiced Falun Gong. The two were eventually allowed to see each other in person but were barred from speaking.
Ms. Luo refused to wear the prison uniform, and the guards abused her. In the winter, they gave her only summer clothes and she shivered in cold. In the summer, they forced her to wear sweaters. Her skin festered and smelled.
Ms. Luo was arrested on July 27, 2010, and put in a brainwashing center. Community workers harassed her twice prior to the arrest. She was arrested again on January 10, 2013, and held at an unknown location.
Other details of Ms. Luo’s persecution during the past two plus decades remain to be investigated.
