(Minghui.org) Over 40 Falun Gong practitioners in Jinan City, Shandong Province, were arrested on September 29, 2025. Minghui.org previously reported that two of them were sentenced, four facing trial, and another 13 facing indictment as of May 2026. This report provides the latest updates as of July 2026.
Seven Sentenced
A married couple were both sentenced by the Changqing District Court on April 15, 2026. Mr. Liu Ruping, 65 and a lawyer by training, was given three and a half years. His wife, Ms. Zhang Chenglan, 62 and an engineer, received three years. They were also fined a total of 18,000 yuan ($11,852). Mr. Liu previously served one forced labor term and two prison terms totaling over 13 years, and his wife served one forced labor term and a prison term totaling five years.
Ms. Li Guizhen, a 75-year-old retired power plant worker, was sentenced to three years in May 2026, one month after she stood trial at the Changqing District Court. She was previously sentenced to four and a half years by the Huaiyin District Court in March 2010 and served time at the Shandong Province Women’s Prison.
Mr. Wang Housheng’s family received an express mail from the Shandong Province Prison on May 28, 2026, notifying them that he had been admitted to prison eight days prior to serve a three-year term. His family was not notified of his trial or sentencing. The 66-year-old retiree of Dazhong Daily (a provincial government newspaper) previously served two forced labor terms totaling four and a half years.
Mr. Li Liang, a 63-year-old retiree of the Jinan Heavy-Duty Truck Group, was sentenced to ten months by the Tianqiao District Court on May 20, 2026, after two hearings on January 15 and April 21.
Ms. Li Jihong, a 74-year-old retiree of the Jinan Television Factory, was reportedly sentenced to three years by the Changqing District Court in late May 2026, but was released after the trial due to insufficient evidence. It is unclear whether her conviction was revoked. She was previously sentenced to four years by the same court around November 2020.
Ms. Ji Fenglan, a 61-year-old retiree of Jinan Locomotive Works, was sentenced to four years by the Changqing District Court on June 26, 2026.
Five Awaiting Verdicts
Ms. Wang Qian, 63, stood trial at the Changqing District Court in either April or May 2026.
Mr. Tian Shulin, 83, appeared in the Changqing District Court twice, first in April 2026 and then on June 22. He was handcuffed and shackled in both hearings.
Mr. Fang Yusheng, 61, and his wife, Ms. Chen Xuejing, 57, appeared in the Changqing District Court twice, first on May 8, and then on June 2. Mr. Fang retired from the Shandong Province Family Planning Bureau in October 2025. Ms. Chen retired from Shandong Academy of Social Sciences.
Ms. Wang Qingping, 57, stood trial at the Zhangqiu District Court on May 22, 2026.
Four Facing Trial
Mr. Wang Fuxing, 61, is facing trial at the Tianqiao District Court. The court previously returned his case to the police multiple times but later decided to hear the case. He was previously arrested in May 2024 but soon released after the local detention center declined to admit him due to his dangerously high blood pressure.
Mr. Zhao Shanning, a 39-year-old business owner, was indicted by the Changqing District Procuratorate and is now facing trial. The police raided both his home and company. While he is in detention, his company struggles to keep up with operations and has suffered significant financial losses. Prior to his latest arrest, he was previously sentenced to one and a half years by a court in Bengbu City, Anhui Province, on March 22, 2018, for mailing Falun Gong materials to residents there.
Ms. Zhang Chengqin, around 65, and Ms. Wang Lian, 55, are facing trial at the Zhangqiu District Court.
Three With Unknown Case Status
It is unclear whether Ms. Song Yan, in her 60s, Ms. Zhao Xiang, 65, and Mr. Zhang Kuifu, 75, have been cleared of prosecution or are facing indictment.
