(Minghui.org) Ms. Ma Weina moved to Huaxi District, Guiyang City, Guizhou Province about six years ago, but the Xibei Police Station, which oversees her old neighborhood, still harassed her from time to time, as recently as August 2026.
The police targeted her because she holds firm to her faith in Falun Gong, a mind-body practice that has been persecuted by the Chinese Communist Party since July 1999.
Harassment on August 12, 2026
Ms. Ma heard knocks on her door before 8:20 p.m. on August 12, 2026, saying it was her local street committee. They also called her. She eventually opened the inner door, while still keeping the see-through slotted anti-theft outer door locked. Two women stood there and insisted they enter the home to discuss something.
Ms. Ma refused to let them in. Before she closed the inner door, two officers emerged, including deputy chief Chen Hang and another officer from the Xibei Police Station.
Chen questioned Ms. Ma as to why she filed a complaint against him. She didn’t do that, but did complain about his subordinate Zhang Yu, who led three officers to harass her on May 29, 2026.
Chen ordered her to open the door. The officer who came with him was also with Zhang during the harassment episode in May. He yelled, “Open the door! What’s with your complaining about me?”
Ms. Ma called 110 (equivalent to 911 in the U.S.) three times, but no officer was dispatched to her home due to Chen’s interference. She placed the first 110 call at 8:28 p.m. While she was talking, she saw Chen asking the two women from the street committee to use their phones to help him with something. At 8:30 p.m., Chen’s phone rang. He glanced at it and hung up, seemingly ignoring the call. At 8:31 p.m., another call came in, and Chen went to the side to answer it.
Ms. Ma dialed 110 again at 8:42 p.m. In 40 seconds, her call was routed to the Xibei Police Station (+86-851-88910110). She didn’t know at the time and talked to the officer on duty for four minutes, believing she was still conversing with an 110 dispatcher.
The officer appeared to be responsible and promised to dispatch someone right away. He asked for Ms. Ma’s ID, when normally that's not required. She found out about the ruse later after seeing the police station’s number in her phone records.
While waiting for dispatch, she also dialed 12388 (anti-corruption & discipline inspection hotline) and 12389 (police misconduct & illegal acts hotline).
Ms. Ma called 110 for a third time at 8:56 p.m. While she was still on the phone, Chen and his officer left.
Fake Gas Safety Inspection on May 29, 2026
Ms. Ma received a phone call at around 11:00 a.m. on May 29, 2026, saying that her natural gas company was to conduct a safety inspection at her home. A technician showed up at 12:17 p.m., accompanied by someone in a work uniform. Her husband let them in. Before he closed the door, three uniformed police officers suddenly broke in.
The police didn’t show any IDs or warrant. They insisted that they must take a look at the home no matter what. Ms. Ma broke free from the officer grabbing her hand and rushed out of her apartment unit, shouting loudly in the hallway, “Robbers! Robbers here! Everyone come and see!” She also shouted towards the apartment complex below from the hallway window.
The three officers panicked and left. The “worker” followed them. Ms. Ma looked down the window to see that the “worker” had changed into a police uniform. She managed to film them before they left the apartment complex.
Ms. Ma asked the gas company technician why he tricked her into opening the door to the police. He said he had no choice but comply with the police order. He then left.
Ms. Ma called 12345 (non-emergency government service hotline) to complain about the intruders and was told to wait for a call from 110. No one called after more than half an hour, so she dialed 110 herself. An officer then came, and she showed him the video footage she had of the four intruding police officers. The 110 officer recognized one of them (with a badge number 035014) but refused to reveal the name. He directed her to higher-ups.
Ms. Ma called 12389, which transferred the call to the Huaxi District Police Department, the supervising agency of the Xibei Police Station. It is unclear what the police department told her, but she managed to find out the four intruding officers were from the Xibei Police Station. Zhang Yu was the one with the badge number 035014, and Yang Ye played the “worker.” The other two officers’ names were unknown, but she recognized one of them when he later came with Chen to harass her on August 12, 2026.
