A woman in Yingkou City, Liaoning Province was sentenced to seven years in 2015. While Ms. Zhang Fuzhen was allowed to serve time outside of prison, she was placed under surveillance. The mental pressure took a toll on her health. She took a fall in 2018 and became incapacitated afterwards. The police continued to harass her for her faith and she was also deprived of a cost-of-living adjustment to her pension. The relentless persecution eventually claimed Ms. Zhang’s life at the end of 2023. She was 79.

Ms. Zhang was arrested on August 25, 2014. The Laobian District Court held two hearings on her case, on January 22 and April 2, 2015, before sentencing her to seven years on May 27, 2015. 

Due to her elevated blood pressure as a result of harassment by the police, the Yingkou City Justice Bureau and Political and Legal Affairs Committee, Ms. Zhang was allowed to serve time at home. The authorities constantly checked on her at home and threatened to take her back into custody when her condition improved. Her children were also forced to sign unknown documents and warned her not to leave home. 

After taking a fall in 2018, Ms. Zhang broke her arms and injured her legs. She became wheelchair-bound and relied on her children for care. By the end of her prison term in August 2021, she was already bedridden and unable to recognize anyone. 

Meanwhile, the social security bureau disqualified Ms. Zhang from receiving the annual cost-of-living adjustment to her pension. She was still receiving 1,900 yuan a month prior to her death, when people with similar work histories were getting nearly 3,000 yuan.

Despite her condition, officers from the Jinniushan Police Station still went to Ms. Zhang’s home to photograph her in March 2023 during the 20th Chinese Communist Party Congress.

Ms. Zhang passed away at the end of 2023.
