(Minghui.org) Falun Gong practitioners in 45 countries submitted another list of Chinese Communist Party (CCP) officials who persecuted Falun Gong and practitioners to individual governments before Human Rights Day, December 10, 2024. Because these officials participated in this persecution, practitioners requested that they, along with their family members, be barred from entry and that their assets be frozen.

These 45 countries include The Five Eyes (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay. This was the first time Paraguay has joined the list.

The CCP’s persecution of Falun Gong has continued for 25 years and the regime recently escalated its control overseas. According to a report published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal in a May 2024 meeting organized by the Ministry of Public Security, “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”

Among the perpetrators listed was Zhang Anshun, deputy secretary of the Heilongjiang Provincial Party Committee and secretary of the Education Work Committee of the Provincial Party Committee.

Main Crimes

Falun Gong practitioners are most severely persecuted in the provinces of Heilongjiang and Jilin, with Heilongjiang ranking first and Jilin sitting at fourth in the number of confirmed persecution deaths of the practitioners.

While serving in various positions in both provinces, Zhang actively followed and carried out the persecution policies, resulting in the decades-long record of human rights abuses.

1. Persecution During Zhang’s Tenure as a Member of the Standing Committee of the Heilongjiang Provincial Party Committee and Secretary of the Harbin Municipal Party Committee (February 2022 – November 2023)

In 2023, a total of 134 Falun Gong practitioners were persecuted in various forms in Harbin City, the capital of Heilongjiang. Thirty-five practitioners were sentenced to one to fifteen years and fined from 1,000 to 100,000 yuan. Another 57 practitioners were detained and 41 were harassed.

Ms. Niu Xiaona, who has severe physical disabilities, was arrested on April 19, 2021. The Harbin Railway Transportation Court convicted her in late September 2022 and ordered her to serve a 15-year sentence, including a 14-year term previously given in 2004, which she had already served outside of prison per court order due to her physical disability. In order to avoid being jailed, she went into hiding, only to be seized on March 19, 2024 and taken to the Harbin City Second Detention Center following her arrest. Having been severely disabled for decades, she was unable to get out of bed, walk, shower, or use the restroom on her own.

From February to December 2022, 83 Falun Gong practitioners in Harbin were arrested and 160 were harassed.

On April 13, 2022, Ms. Cui Jinshi, 88, was arrested at home by a group of plainclothes policemen. Two officers dragged Ms. Cui from her apartment on the second floor to the ground floor. They suddenly let her go and she fell to the ground. At 5:45 p.m., Ms. Cui’s son got a call from the police telling him his mother had been taken to an emergency room. He rushed to the hospital. Five minutes later, the doctor came out and pronounced Ms. Cui dead. The son walked into the operating room and saw her body. Her face was pale, her throat was cut open, and she was only wearing one shoe.

In July 2022 only, at least 73 practitioners in Harbin were harassed, 33 were arrested, some were detained, and 39 were harassed, including some who were harassed multiple times.

2. Persecution During Zhang’s Tenure as Secretary of the Political and Legal Affairs Committee of Heilongjiang Province (December 2019 – February 2022)

In 2020, the CCP carried out the “Zero-out” harassment campaign against Falun Gong practitioners nationwide, resulting in widespread arrests and harassment. In Heilongjiang Province, 719 practitioners were arrested and 1,094 were harassed, ranking second in the country that year.

On April 7 and 8, 2020, 10 practitioners in Xiangfang District, Harbin City were arrested by police from Daqing City and later faced prosecution. It was reported that the police sweep was ordered by the Anti-Cult Corps of the Public Security Department of Heilongjiang Province and the Daqing City Domestic Security Division.

On September 22 and 23, 2020, the Harbin City Domestic Security Division carried out another group arrest of local practitioners. The order was given by Hao Weifu, the deputy secretary of the Heilongjiang Provincial Political and Legal Affairs Committee. The police arrested the practitioners according to a list of names, and officers were given quotas and offered bonuses for each practitioner arrested.

In 2021, 24 practitioners in Heilongjiang Province passed away as a result of the persecution, ranking second in the country. The number of practitioners arrested and harassed that year were 463 and 872, respectively, both ranking fourth in the country. Another 125 practitioners were sentenced, ranking second in the country.

In Qiqihar City only, 47 practitioners were targeted in 2021. Two passed away as a result, one had his pension suspended, five were sentenced, and at least 24 were harassed.

In the first half of 2021, 20 practitioners in Harbin were sentenced and fined a total of 70,000 yuan. Two group arrests were reported, including 35 practitioners arrested on April 19, 2021 and 20 arrested on June 10. All of the practitioners also had their homes ransacked.

Ms. Li Shuangyan, 45, was arrested on December 16, 2021. She was interrogated and tortured for nearly 30 hours at the Fuli Police Station. When she was on the verge of death, the police ordered her husband to pick her up. When Ms. Li’s husband arrived at the police station, she was unable to walk and had to be carried out by three officers. Ms. Li died later that day.

From 2019 to 2021, six practitioners, including Ms. Meng Hong, Ms. Yang Lihua, Ms. Wang Fang, Ms. Li Guiyue, Ms. Su Yunxia, and Ms. Liu Yaqin, were either tortured to death at the Heilongjiang Province Women’s Prison or died shortly after their prison release.

In total, 28 deaths of Falun Gong practitioners were confirmed in 2020 and 2021, when Zhang served as the secretary of the Heilongjiang Provincial Political and Legal Affairs Committee.

3. Persecution During Zhang’s Tenure as a Member of the Standing Committee of Jilin Provincial Party Committee and Secretary of Yanbian Korean Autonomous Prefecture Party Committee (April 2011 – January 2016)

Since the CCP began the persecution of Falun Gong in July of 1999, the public security, procuratorate, courts, and the 610 Office system in Yanbian Prefecture, Jilin Province, have been carrying out persecution policies, by arresting, detaining, torturing, abusing, and sentencing innocent practitioners.

According to information collected by Minghui.org, a total of 60 practitioners in Yanbian were arrested in 2015, with 14 sent to brainwashing centers, one sentenced, and three persecuted to death.

Ms. Zhang Shuxian, 53, was arrested by police in Tumen City, Jilin Province on August 7, 2014. She was tortured to death within 24 hours. Her family members saw that her body was covered in scars from the chest down to her thighs; the skin on her leg was also torn. Electric baton burns were found around her genitals. Her back had bloodstains after being kicked at.

4. Select Death Cases During Zhang’s Tenure

Case 1: Dr. Wang Shukun Dies Days After Being Beaten by the Police

Dr. Wang Shukun, a 66-year-old physician in Haining City, Heilongjiang Province, was ordered to renounce Falun Gong in late June 2020. As she refused, the police beat her for hours. She suffered sharp pain in her leg, and begged the officers to let her go. They agreed, but threatened that they would come for her again a few days later.

Dr. Wang crawled up the stairs to get back to her apartment unit. Her husband noted that she had bruises on her body. Her kneecaps were broken, and she was soaked in sweat. She suffered a stroke on the afternoon of July 1. She was extremely dizzy and felt like throwing up. She passed away at around 4:25 a.m. on July 2.

Case 2: Ms. Kang Aifen Dies in Detention Center

On June 17, 2021, Ms. Kang Aifen was sent to the Jiamusi City Detention Center. The torture she suffered there caused her to develop severe heart disease symptoms and her entire body swelled (edema). She was unable to stand or walk and was nearly blind in both eyes. She had difficulty breathing and was in critical condition. She was released on August 17 and put under house arrest. Despite her condition the police kept harassing Ms. Kang and even took her to the courthouse. Her health kept declining with the ongoing harassment. She passed away on November 18, 2021.

Case 3: Ms. Liu Fengyun Dies from Heart Condition Developed During Her Arrest

Ms. Liu Fengyun, of Tangyuan County, Heilongjiang Province, experienced sudden chest pain hours after she was arrested in April 2020. She was later sentenced to two years and ordered to serve time at home. Her condition kept worsening and she passed away on July 22, 2021.

Case 4: Ms. Yan Jinxia Develops Cancer While in Custody, Dies Months Later

Ms. Yan Jinxia was arrested on the evening of September 22, 2020 as part of the “zero-out” harassment campaign and was sentenced to six months in prison. While being detained at the Harbin No.2 Detention Center, Ms. Yan was forced to sit on a small stool for long hours and exposed to low temperatures, which led her to develop excessive vaginal bleeding. Although she was diagnosed with late-stage uterine cancer, the guards refused to release her and continued to pressure her to write statements renouncing Falun Gong. She was released after serving the full half-year term, and passed away several months later, on January 17, 2022. She was 59 years old.

Case 5: Mr. Zhong Guoquan Dies in Tailai Prison

Mr. Zhong Guoquan of Mishan City, Heilongjiang Province was arrested on March 4, 2020, for distributing informational materials about Falun Gong. He was sentenced to three and half years in prison in August. Mr. Zhong was taken to Jixi City Prison on November 17, 2020, and was later transferred to Tailai Prison, where he was tortured to death on February 6, 2022. He was 72 years old.

5. Select Sentencing Cases During Zhang’s Tenure

Case 1: Married Couple Given Heavy Sentences for Their Faith

Ms. Cai Xiuying and her husband, Mr. Zhu Mingdi, of Harbin City, Heilongjiang Province, were seized during a group arrest of local Falun Gong practitioners in April 2020. They were tried by the Daqing City Court in late December 2022 and soon convicted. Ms. Cai was sentenced to ten years and fined 70,000 yuan. Ms. Zhu was sentenced to nine years and eight months with a 60,000 yuan fine.

The couple appealed but were denied. Ms. Cai was transferred to the Heilongjiang Province Women’s Prison on May 15, 2023, and Mr. Zhu is still being held in the Daqing City Detention Center.

Case 2: Seven Heilongjiang Residents Sentenced to Up to Almost 11 Years

Seven Daqing City, Heilongjiang Province residents were arrested on April 7 and 8, 2020, for making phone calls to people about how the communist regime covered up the pandemic, as well as how people with the virus have recovered by sincerely reciting the phrases “Falun Dafa is good, Truthfulness-Compassion-Forbearance is good.” All seven were sentenced to prison.

They appeared in the Ranghulu District Court four times, on December 17 and 29, 2020, and on June 22 and October 21, 2021, before being convicted on November 17, 2021.

Mr. Li Lizhuang was sentenced to ten years and eight months with an 80,000-yuan fine.Ms. Tang Zhuyin was sentenced to nine years and four months with a 50,000-yuan fine.Ms. Zhao Lihua was sentenced to seven years and five months with a 40,000-yuan fine.Mr. Huo Xiaohui was sentenced to seven years and three months with a 40,000-yuan fine.Ms. Ding Yan was sentenced to four years and two months with a 30,000-yuan fine. Ms. Jiao Qihua was sentenced to four years with a 30,000-yuan fine.Ms. Li Yanqing was sentenced to one year and ten months with a 20,000-yuan fine.

Case 3: Former Pharmaceutical Company Production Director Sentenced to Six Years

Ms. Zhao Qingping, 52, from Harbin City, Heilongjiang Province, was admitted to Heilongjiang Province Women’s Prison on June 28, 2023, to serve a six-year term for practicing Falun Gong.

Ms. Zhao, a former pharmaceutical company production director, was arrested at home on July 19, 2022. She stood trial at the Acheng District Court on March 13, 2023 and was convicted around mid-April. Her appeal was rejected by the Harbin City Intermediate Court.

Case 4: Heilongjiang Man Sentenced to 4.5 Years, in Serious Condition After Two-Month Hunger Strike

Mr. Wang Jiwu, of Harbin City, Heilongjiang Province, was arrested on October 28, 2019, after he was reported for putting up informational posters about Falun Gong. He held a hunger strike at the Shuangcheng District Detention Center and was force-fed. He was released on bail on November 8 that year and the police continued to monitor him on a daily basis after that.

The police submitted Mr. Wang’s case to the Shuangcheng District Procuratorate in late April 2023. The Shuangcheng District Court held a video hearing of his case on May 9. His family was notified on May 18 that he was sentenced to 4.5 years with a 10,000-yuan fine. He was taken to the Hulan Prison on July 21, 2023.
