(Minghui.org) On Human Rights Day, December 10, 2025, Falun Gong practitioners in 48 countries submitted another list of perpetrators related to the persecution of Falun Gong in China to their governments. They also requested that these perpetrators and their family members be barred from entering the country and that their assets be frozen.

Below are details of the persecution committed by He Hengyang, former president of Chongqing City Procuratorate.

Main Crimes

Since the Chinese Communist Party (CCP) began persecuting Falun Gong in 1999, He Hengyang served within the judicial procuratorate responsible for persecuting Falun Gong. After he became the president of the Chongqing City Procuratorate in 2017, he vigorously enforced the CCP’s persecution policies against Falun Gong, resulting in hundreds of practitioners being sentenced to prison.

During the Central Political and Legal Work Conference in January 2019, he declared the need to “resolutely combat all forms of infiltration, subversion, and sabotage activities,” “intensify the efforts to combat political rumors and harmful information,” and “crack down on Falun Gong.” In 2021 and 2022, he reiterated in the procuratorate reports the need to “resolutely combat Falun Gong” and “severely crack down on cults.”

Select Death Cases

Case 1: Elderly Chongqing Woman Dies While Imprisoned for Her Faith

Ms. Jiang Yourong died while she was imprisoned for practicing Falun Gong. She was 73.

Ms. Jiang’s family received a call from Chongqing Women’s Prison in December 2020 and was told that she had respiratory failure and was being resuscitated. Her husband rushed to the prison but he wasn’t allowed to see her. Not long after, he was informed that she died. The prison allowed him to see her body but it was covered with a large cloth so he couldn’t tell whether there were any injuries on her body.

Ms. Jiang was arrested on August 14, 2018, and sentenced to prison by the Jiulongpo District Court (term unknown). She was taken to Chongqing Women’s Prison in June 2019. During the one and half years Ms. Jiang was held there her family was never allowed to visit her. They were told it was because she refused to stop practicing Falun Gong.

Prior to this imprisonment, she was arrested twice, in 2009 and 2015.

Case 2: 81-year-old Ailing Man Imprisoned, Dies Two Months After Release

Mr. Zhu Zhihe was arrested in early February 2018 after he was reported for distributing Falun Gong materials. The police accused him of “causing damage to society” because he had Falun Gong materials at home. They submitted his case to the Jiangbei District Procuratorate.

Mr. Zhu was tried in the Jiangbei District Court on October 10, 2019. Soon after he returned home, he became ill and he was bedridden for several days. His hearing drastically worsened and his speech became slurred.

The police returned to his home on December 7, 2019, and attempted to take him to the Jiangbei District Court for another hearing. Mr. Zhu and his family refused to cooperate. Police officer Che Yao warned him, “If you object to the [persecution], you can go ahead and sue me.”

Three days later, Che returned with three officers and arrested Mr. Zhu. Mr. Zhu returned home at around 10:00 p.m. that day. He told his family that he had been sentenced to 1.5 years in prison and fined 3,000 yuan. The judge allowed him to serve his time outside of prison.

Mr. Zhu suffered a serious medical condition in early March 2020 and he was hospitalized for two weeks, one of those weeks was in the intensive care unit.

Before he completely recovered, officer Che took Mr. Zhu to the Jiangbei District Court on May 7, 2020. Mr. Zhu’s family learned the next day that the judge reversed his decision and ordered Mr. Zhu to serve time in Yongchuan Prison.

When Mr. Zhu was released on September 6, 2020, he had severe memory loss. He kept doing the same thing and his speech was even more slurred and disorganized.

The authorities also had his pension suspended, citing a policy that Falun Gong practitioners imprisoned for their faith are not entitled to retirement benefits.

For the next two months the police and residential committee members kept harassing Mr. Zhu. The mental pressure caused his health to further deteriorate. He passed away on November 11, 2020, at the age of 81.

Case 3: Chongqing Man Dies in Custody, Four Months After Being Arrested for Practicing Falun Gong

Mr. Lai Yuanchang was reported in 2020 when he distributed informational materials about Falun Gong. Although he evaded arrest, he was forced to live away from home to hide from the police. Unable to find Mr. Lai, the police frequently harassed his daughter.

On September 7, 2022, one month before the CCP’s 20th Congress, a group of officers descended at the home of Mr. Lai’s daughter. They smashed the door, broke in, and arrested Mr. Lai.

At the Jiangjin District Detention Center, Mr. Lai’s health quickly deteriorated, likely due to the torture because he did not renounce his faith. He was rushed to the Jiangjin District People’s Hospital on December 31, 2022, and passed away the next day. He was 74.

Case 4: 71-Year-Old Man Tortured to Critical Condition While Jailed for His Faith, Dies in Hospital

Mr. Tang Fenghua was tortured to critical condition in Yongchuan Prison because he practices Falun Gong. He was taken to the Chongqing Second Hospital where died on April 17, 2025. He was 71.

Due to the CCP’s strict information censorship and cover-up of the persecution, it’s not clear when Mr. Tang was arrested (likely late 2021 or early 2022) or when he was sentenced. It was reported that he is serving a prison term of either 4 or 4.5 years and he is expected to finish serving his term in 2025.

Mr. Tang, the owner of a furniture store, was repeatedly targeted since the onset of the persecution in 1999. He previously served two prison terms for a total of five years.

Case 5: 73-Year-old Chongqing Man Develops Severe Medical Issues in Prison, Dies Eight Months After Release

Mr. Dai Xianming’s condition became critical and he was taken to the hospital for emergency care ten days after he was admitted to the Yongchuan Prison on April 27, 2023, to serve a 2.5-year term.

His wife, Ms. Xu Keqin, went to the prison nine times to visit him but she was turned away each time. She received a letter from the prison on May 22, 2023, saying that Mr. Dai suffered from high blood sugar but that he recovered after a hospital stay. She was instructed to wire 2,000 yuan to the prison so her husband could purchase daily necessities and supplements.

Ms. Xu received another letter from Mr. Dai on July 7, 2023. He wrote, “I almost died just ten days after I was admitted. I was hospitalized for over ten days, then I was taken back to Division Ten. Since then I have been taking medications and I’m being given IV injections.”

Mr. Dai later developed diabetes and was again hospitalized. He was forced to submit to two injections of unknown drugs every day.

Mr. Dai continued to suffer from failing health after he was released in August 2024. He passed away on April 19, 2025 in the hospital. He was 73.

II. Select Sentencing and Torture Cases

Case 1: Woman Who Refused to Give Up Her Faith Released from Prison with Festering Wounds and Six Missing Teeth

After serving four years in Chongqing Women’s Prison, Ms. Zhu Yaohui, 69, has lost six teeth and now has difficulty seeing. She became disfigured and had several festering open wounds on her head. Her family said she looked “shrunken” and that she was incoherent and non-responsive.

Ms. Zhu, of Huaying City, Sichuan Province, was arrested on February 27, 2017, and was later convicted. When she was transferred to Chongqing City Women’s Prison on September 5, 2018, the guards removed one layer of the warm liner from her bed and gave her a light blanket, because they knew winter was coming. They also did not allow her to purchase warm, winter clothes. The guards often beat and mistreated her. She sometimes didn’t get any sleep as the guards wouldn’t let her go to bed until after 4 a.m. They woke her up an hour later. The guards threw all her underwear and socks away and refused to give her paper when she had to use the toilet.

Case 2: 75-year-old Man Sentenced to Four Years for Talking to People About Falun Gong

Mr. He Xuezhi, 75, from Dianjiang County, Chongqing, was reported for talking to people about Falun Gong and distributing informational materials in early 2020. A few weeks later, on February 3, his family noticed a surveillance camera had been installed in an empty apartment across the street, facing their home. They also saw a police wanted notice was posted in an online local community forum, which included a surveillance video clip that showed the back of Mr. He.

Mr. He decided to leave home to hide from the police on February 15, 2020. He was arrested again on June 18, 2021. Without informing the family, the police took Mr. He to the Nanchuan District Detention Center and submitted his case to the Nanchuan District Procuratorate. His son tried to hire a lawyer for him, but no one was willing to take the case. They feared retaliation from the authorities.

The Nanchuan District Court secretly sentenced Mr. He to four years and fined him 10,000 yuan on January 16, 2022.

Case 3: Four Arrested for Reading Falun Gong Teachings, Three Sentenced

Ms. Yang Chunrong, 38, Ms. Zhu Zonglan, around 40, Ms. Zhu Meiying, 51 and Ms. Ye Wenxiu, 76, were arrested on April 22, 2021, while they were reading the Falun Gong teachings. The police ransacked their residences and confiscated their Falun Gong related items and some cash.

The four practitioners were held in the Banan District Detention Center. Although Ms. Ye was released, she was arrested later, given an unknown prison sentence, and was sent to the Chongqing Women’s Prison.

Ms. Yang and Ms. Zhu Zonglan stood trial at the Jiulongpo District Court on October 24, 2022. The prosecutor cited evidence fabricated by the police, accusing Ms. Yang of possessing over 10,000 copies of Falun Gong materials. The police-provided evidence also included audio recordings of her young child being forced to read slander and lies about her.

Ms. Yang was later sentenced to six years and nine months and Ms. Zhu Zonglan was given four years.

Case 4: Five Chongqing Residents Sentenced After Being Detained for Nearly Three Years

After nearly three years of incommunicado detention, five Chongqing residents were recently given prison terms ranging from 5.5 to 9 years for practicing Falun Gong.

Mr. Zhang Shengquan and Ms. Li Jiahui were both sentenced to 9 years and fined 10,000 yuan. Ms. Li Yuhua was sentenced 8.5 years and fined 8,000 yuan. She was allowed to serve time outside of prison due to her physical condition. Mr. Gao Hongwei, in his 40s, was sentenced to 6.5 years and fined 5,000 yuan. Ms. Qin Xuemei was given 5.5 years and was fined 4,000 yuan.

The five practitioners were arrested on September 7, 2018. Their families were not told where they were detained. They were tried by the Jiulongpo District Court on September 4, 2019, but the judge waited nearly two years to announce the verdicts.
